No old downtown; the City Center is the hub
Glenn Heights has no historic main street. Its civic center is the City Center at 1938 S. Hampton Rd., completed in 2022. It holds City Hall, the police and fire departments and the city's first community center. Homes.com describes the community center as having an indoor basketball court, a weight room and meeting rooms.
Behind it is the All Abilities Park, which opened in December 2024. Its playground is built so children who use wheelchairs can play alongside everyone else: a 360-degree accessible loop slide, a seated zip line, inclusive swings and a rocking platform. It also has a quarter-mile walking loop with five workout stations, a covered pavilion, amphitheater seating and an event lawn. The state filing put construction at about $1.6 million.
Commercial choice inside the city is thin. A Tractor Supply opened at 1523 S. Beckley Rd. in January 2026. A state filing shows three retail buildings planned at E. Ovilla Rd. and Santa Rosa Dr. Moni's Pasta & Pizza (125 W. Ovilla Rd.) is one of the few sit-down restaurants we could confirm. Most shopping and dining is along I-35E in Red Oak and DeSoto.
Events cluster at City Center and Heritage Park
The city runs a full calendar for its size. In 2026 the Sunset Concert Series ran on four Sunday evenings in July and August. The Back to School Bash on Aug. 8 handed out free backpacks to residents. The Fall Festival is Friday, Oct. 30, 2026, at Heritage Park, with a hayride, pumpkin patch and carnival games. The Veterans Day 5K and brunch follows on Saturday, Nov. 7, also at Heritage Park.
Other annual events include a Black History Month Showcase, a Hispanic Heritage Month Festival at City Center (Sept. 27 in 2025) and the Christmas tree lighting at City Center. The 2025 tree lighting added a drone show. Over the holidays the city's Season of Service gives out meal baskets.
Parks and nearby outdoors
The city lists four parks. Heritage Park (400 E. Bear Creek Rd.) is the big one: over 44 acres with eight soccer fields, two baseball fields, two basketball courts, a covered playground, a pavilion and walking paths. Gateway Park (1900 Gateway Blvd.) covers 12 acres and has a walking loop of about 0.6 mile. Courtney Lane Park (3012A Courtney Ln.) is a half-acre playground in the Sunrise Meadows subdivision, near Red Oak Creek. The All Abilities Park sits at City Center.
We found no citywide trail network. Walking is mostly the loops inside Heritage, Gateway and All Abilities parks. For a lake, Cedar Hill State Park on Joe Pool Lake is about 21 minutes away. It has campsites, a swim beach and boat ramps.
Errands mean Red Oak or DeSoto
We did not find a full-size grocery store inside Glenn Heights. The nearest are along I-35E: the Walmart Supercenter at 100 S. Ryan Dr. in Red Oak, the Kroger at 1001 N. I-35E in DeSoto and a Brookshire's at 105 E. Ovilla Rd. in Red Oak. The Walmart and the Kroger both have pharmacies. We found no stand-alone pharmacy in the city.
There is no hospital in town. Homes.com puts Methodist Charlton Medical Center (3500 W. Wheatland Rd., Dallas) about 7 miles away. It is a 314-bed Level III trauma center. Methodist Midlothian Medical Center, a Level IV trauma center, is the nearest hospital to the south and west.
Glenn Heights has no public library of its own. Under an agreement with DeSoto, Dallas County households can get a voucher at City Hall for a DeSoto Public Library card. That library shares a catalog with the other Best Southwest cities.
Two school districts, split by the county line
Your school district depends on which county your home is in. On the Dallas County side, DeSoto ISD runs two campuses inside Glenn Heights: Frank D. Moates Elementary (grades 3-5) and Curtistene S. McCowan Middle School (6-8). High schoolers go to DeSoto High School. The city's page assigns elementary zones by Uhl Road, so check the address.
On the Ellis County side, Red Oak ISD has two elementaries in Glenn Heights, Shields and Schupmann. Both feed Dr. Joy Shaw Middle School in Ovilla, which opened in fall 2025, and then Red Oak High School. Red Oak ISD's 2026 TEA ratings were B (80) for Shields, C (71) for Schupmann, C (72) for Shaw and B (86) for Red Oak High. The district scored 78. The latest DeSoto ISD campus ratings we could confirm are 2024-25: D for Moates and C for McCowan.
Getting around and public safety
I-35E runs along the east side of the city. Off-peak, downtown Dallas is about 25 minutes away, the Southwestern Medical District 29, Love Field 35, Las Colinas 36, DFW Airport 50 and downtown Fort Worth 52. Rush hour on I-35E adds time.
Glenn Heights is a DART member city, though no rail line serves it. The Park & Ride at 1200 E. Bear Creek Rd. has 595 spaces. Its weekday Route 306 express runs to downtown Dallas and the Southwestern Medical District. A GoLink on-demand zone covers local trips. The city has announced that Route 306's peak-hour buses will run every 20 minutes instead of every 15. A $32 million Bear Creek Rd. rebuild from Hampton Rd. to I-35E is scheduled for 2028-2031.
Police and fire both work out of City Center. The fire department runs its own ambulance service. It has paid crews on duty 24/7, backed by trained volunteers, and has mutual-aid agreements with nearby cities.

Two counties, two tax bills
Glenn Heights straddles the Dallas–Ellis county line, and the tax rate changes with it. On the Dallas County side a home pays the city, DeSoto ISD, Dallas County, Parkland Hospital and Dallas College. Together those rates total about 2.32% before exemptions. On the Ellis County side a home pays the city, Red Oak ISD and Ellis County, about 1.90%.
The gap comes from two places. Red Oak ISD's 2025 rate of 1.0633 is lower than DeSoto ISD's 1.2252, and Ellis County has no hospital or college district on the bill.
Exemptions narrow the bill. Both school districts take $140,000 off a homestead's value. Dallas County, Parkland and Dallas College each take 20%. The city has no general homestead exemption but gives $25,000 to owners 65 and older.
Owners 65 and older on the Dallas County side get more. Dallas County, Parkland and Dallas College each exempt $100,000 for seniors and disabled owners, and DeSoto ISD lists $75,000. Ellis County's senior exemption could not be confirmed for 2025.
What a typical home pays
At the ACS median home value of $309,600, a Dallas County-side homestead owes about $5,140 a year in 2025, or $429 a month. That is an effective rate of about 1.66%. The same home on the Ellis County side owes about $4,380, or $365 a month.
A rental or second home gets none of these exemptions. The same $309,600 house would owe about $7,190 on the Dallas side and $5,880 on the Ellis side.
No PIDs or MUDs found
Neither county's 2025 rate sheet lists a PID or MUD for Glenn Heights, and no city PID assessment plan turned up. That sets it apart from many growing suburbs. Still check the exact address with the appraisal district before you buy.
Water and sewer are rising
The city bills water, wastewater, trash and a stormwater fee together. Its published rates start at a $20.83 water base charge plus $2.24 per 1,000 gallons, and a $39.06 wastewater base plus $7.24 per 1,000 gallons. At 6,000 gallons a month that is about $118 before trash and drainage.
A city rate study lays out higher numbers: a wastewater charge of $9.74 per 1,000 gallons and a $52.56 base by FY 2026. At that schedule the same household would pay about $151. The city says the Trinity River Authority, which treats its wastewater, plans an increase of about 55% for FY 2027, and it is reviewing rates again. Ask a seller or landlord for a recent bill.
Trash, power and internet
Community Waste Disposal handles trash and recycling for $15.97 a month on the city bill, and the stormwater fee is $5.08.
Oncor owns the power lines, so residents shop for a retail electric plan. A 2023 estimate put the average bill near $110 a month.
AT&T Fiber reaches most addresses, with 1 Gig at $70 a month after autopay discounts. Spectrum cable starts at $30, and T-Mobile 5G and several fixed-wireless providers also serve the city.
HOA dues and the commute
HOA dues in recent listings are modest: $450 a year in Maplewood and Magnolia Farms, and $600 a year in The Villages at Charleston.
The average worker's commute is about 33 minutes. TxDOT's planned Loop 9 frontage road would add an east-west route from US 67 to I-35E through the city, but construction depends on funding.

From a mobile home park to a two-county suburb
Glenn Heights grew out of a 30-acre mobile home park that Dallas firefighter Moe Craddock opened in the late 1960s on the Dallas-Ellis county line. The town incorporated on September 16, 1969, partly to avoid annexation by DeSoto. It had 257 people in 1970, 1,033 in 1980 and 4,564 in 1990.
It joined DART when the agency formed in 1983 and remains the only southern Dallas County suburb in the system, served by buses from a park-and-ride on Bear Creek Road.
Population: up 28% since 2020
The 2020 Census counted 15,819 people. Census Bureau estimates put the city at 17,174 in 2021 and 20,327 in July 2025, about 28% above the 2020 count. About 70% live in the Dallas County part and 30% in Ellis County.
NCTCOG lists 20,601 for both January 2025 and January 2026, a flat year that does not match recent permits. No city or regional population projection was found; the city's comprehensive plan sets no target.
Housing: single-family waves
Every home the city has permitted since 2000 has been single-family. Permits peaked at 327 in 2005, fell to 30 by 2010, then surged to 367, 423 and 444 in 2019-2021. They eased to 199 in 2022 and 108 in 2025, and reached 144 in the first nine months of 2026. The city did not report every month in several years, so some counts are Census estimates.
Current communities are mostly on the west and south sides. Bloomfield's Hampton Park (199 homes, off Ovilla and Hampton roads) and Maplewood/Addison Hills, Kindred's Hampton Park Estates and Starlight's Stewart Farms at Bear Creek and Westmoreland roads are selling. First Texas Homes is finishing the Villages at Charleston near I-35E. Valencia Estates is planned at Westmoreland and Bear Creek.
Apartments are new here. The 228-unit 1215 Crossing on E Bear Creek Rd had a state completion date of July 2025, and a larger project, Aura Glenn Heights, was registered on Ovilla Road in September 2026. Owners hold about 78% of occupied homes (ACS 2020-2024).
What is driving it
Location is the main draw: I-35E on the east side, about 16 miles south of downtown Dallas. Local jobs are thin; the 75154 ZIP code it shares with Red Oak had about 6,500 private-sector jobs in 2023, and the mayor has said residents mostly work and shop elsewhere.
Road work is coming. E Bear Creek Rd will widen from two to four lanes between Hampton Road and I-35E ($32.3M; main construction filed for 2028-2031). TxDOT's Loop 9 Segment A, from US 67 to I-35E, has a 2023 Record of Decision but no construction date. Retail so far is small: a Tractor Supply, fast food and a car wash near I-35E, and a new center at Ovilla Road and Santa Rosa Drive.
Schools: two districts, opposite trends
The Ellis County side is in Red Oak ISD, which grew from 5,837 students in 2015-16 to 6,696 in 2024-25 and expects to pass 7,000. Its voters rejected a $230.1 million bond in 2022, passed $97.5 million for a second middle school in 2023, and passed $213.9 million in May 2025 for a CTE building, a new elementary and athletics.
The Dallas County side is in DeSoto ISD, which fell from 9,740 students in 2015-16 to 5,708 in 2024-25. Its voters passed a $199.9 million bond in May 2025 that replaces Frank D. Moates Elementary. Builder listings name different districts in different subdivisions, so check by address.
Values and incomes
Census survey data show the median owner-estimated home value rising from $143,800 (2011-2015) to $162,600 (2015-2019) and $309,600 (2020-2024). Median household income went from $62,404 to $81,718, peaking at $87,686 in 2018-2022.
These are five-year averages with wide margins of error. New homes list from about $308,000 to $780,000.
