Downtown: 15th Street, the rail line and the arts district
Historic downtown Plano runs along E. 15th Street east of US 75, around the DART Downtown Plano station. Haggard Park (901 E. 15th St.) holds the Interurban Railway Museum, a gazebo and a pond. The Courtyard Theater (1509 H Ave.), the ArtCentre of Plano (902 E. 16th St.) and McCall Plaza make up the arts district.
Food is the main draw. Lockhart Smokehouse (1026 E. 15th St.) and Urban Crust (1006 E. 15th St.), which has a rooftop patio, were both listed in a June 2026 dining guide. Pappalecco's opened at 1009 14th St. in January 2026, and Patty Lou's Smashburgers was building out in the historic Ice House at 1004 E. 14th St. Parking is on the street or in lots near the station.
Plano's larger shopping districts are elsewhere. Legacy West (5908 Headquarters Dr.) and Legacy Hall are in the far northwest, near corporate campuses, and the Shops at Willow Bend is at 6121 W. Park Blvd.
A festival calendar built around three parks
Most city events happen at Haggard Park, Oak Point Park or Legacy West. The biggest is the Plano Balloon Festival at Oak Point. In 2026 it ran Sept. 17-20, with 35+ balloons, night glows and fireworks. Admission was $5-$10.
Downtown hosts AsiaFest (May 2, 2026), the Plano International Festival (Oct. 17, 2026) and Dickens in Downtown Plano each December, which includes the city tree lighting. The Fourth of July parade runs down Spring Creek Parkway and is followed by fireworks. Legacy West hosts the Plano Food + Wine Festival in November.
Parks, trails and lakes
Plano has more than 80 parks and about 100 miles of trails. Oak Point Park & Nature Preserve (5901 Los Rios Blvd.) covers 800 acres. It has about 8 miles of paved trail, 5 miles of natural paths and a paddling pond. Arbor Hills Nature Preserve (6701 W. Parker Rd.) covers 200 acres, with paved and dirt trails, a 2.8-mile mountain bike loop and an observation tower. Windhaven Meadows (5400 Windhaven Pkwy.) is a 123-acre passive park with a 5-acre dog park.
Russell Creek Park (3500 McDermott Rd.) is the main sports complex. It has 20 full-size fields, 7 cricket fields and 4 lighted baseball fields. Bob Woodruff Park's north trail and bridge are being rebuilt through May 2027. Creek and power-line trails such as the Chisholm, Legacy, Preston Ridge and Bluebonnet connect much of the city. Lavon Lake and Lake Ray Hubbard are each about 29 minutes away.
Errands and health care, nearly all in town
Groceries are all in town. H-E-B (6001 Preston Rd., opened 2022) has a drive-thru pharmacy. Central Market (320 Coit Rd.) and Whole Foods (2201 Preston Rd.) are also here, along with many Kroger, Tom Thumb and Walmart stores and Asian and South Asian grocers.
Five hospitals are inside the city. Medical City Plano (3901 W. 15th St.) is billed as Plano's only Level I trauma center. The others are Texas Health Presbyterian Plano (6200 W. Parker Rd.), Baylor Scott & White-Plano (4700 Alliance Blvd.), Baylor Scott & White's Heart Hospital (1100 Allied Dr.) and Children's Medical Center Plano (7601 Preston Rd.). Property tax: a mid-range rate with a large exemption
Most Plano homes sit in Collin County and Plano ISD and pay four taxing units: Plano ISD at 1.0396, the city at 0.4376, Collin County at 0.1493 and Collin College at 0.0812, all per $100 of value. Together that is about 1.71% before exemptions, close to Allen and McKinney and below Richardson, Dallas and Garland.
Exemptions matter more here than in many suburbs. The city takes 20% off a homestead's value, the most Texas law allows, and Collin College does the same. Plano ISD exempts $140,000 and Collin County 5%. Owners 65 and older or disabled get $40,000 more from the city, $60,000 from the ISD, $30,000 from the county and $100,000 from the college, plus tax ceilings.
At the ACS median home value of $465,900, a homestead in Plano ISD owes about $5,980 a year, or $499 a month, an effective rate near 1.28%. At Collin CAD's 2025 average market value of $591,947, the bill is about $8,000. The same median-value house as a rental, with no exemptions, owes about $7,960.
Rates for 2026
The city raised its rate from 0.4176 to 0.4376 for 2025, its first increase since 2009, and proposed holding it flat for 2026. Plano ISD proposed a small cut to 1.03275. Collin County raised its rate slightly to 0.1514, and Collin College held at 0.0812. At the same home value, those changes roughly cancel out. Higher appraisals, not rates, will drive most bill changes.
No MUDs, but check the school district
Plano is largely built out, and no municipal utility district for the city turned up in this research. That sets it apart from newer suburbs to the north, where a MUD can add $0.60 to $1.20 per $100.
The school district still varies by address. Small parts of Plano are in Lewisville ISD, Frisco ISD or Allen ISD. A median-value homestead in Lewisville ISD on the Denton County side owes about $6,140 a year, around $160 more than the same home in Plano ISD on the Collin side. Confirm the ISD and county on the appraisal district site.
Electric: pick your plan
All of Plano is in Oncor's delivery area, so you choose a retail provider. On Oct. 28, 2026, 12-month fixed plans ranged from 14.1¢ to 18.7¢ per kWh at 1,000 kWh, with a median of 15.4¢. That is about $154 a month at 1,000 kWh and about $230 at summer use of 1,500 kWh. About $73 of each 1,000-kWh bill is Oncor's delivery charge, which is the same on every plan.
Water, sewer, trash and drainage
The city bills water, sewer, trash and drainage on one statement. Since Oct. 1, 2025, water has cost $30.90 a month including the first 1,000 gallons, then $3.45 per 1,000 gallons up to 5,000 and $5.05 up to 20,000. Sewer is $21.50 plus a charge per 1,000 gallons based on your December–March average, so summer lawn watering does not raise the sewer bill. A home using 8,000 gallons with a 5,000-gallon winter average pays about $116 for water and sewer.
Trash costs $25.60 a month for a 95-gallon cart or $18.32 for a 68-gallon cart. The drainage fee runs about $4 to $7 depending on hard-surface area. The city is phasing in water increases over three years to cover wholesale costs, so expect further rises.
Internet, commute and rent
Plano has two fiber networks. Frontier fiber reaches about 81% of addresses and AT&T fiber about 76–80%, and Spectrum cable covers almost the whole city. Advertised starting prices run $30 to $50 a month.
The average Plano commute is about 25 minutes. US 75 is toll-free. The Dallas North Tollway, the Bush Turnpike and the Sam Rayburn Tollway charge 22¢ a mile with a TollTag, so a daily 15-mile toll leg each way costs about $140 a month. The ACS median gross rent is $1,841.

A farm town that planned for a boom
Plano incorporated in 1873, a year after the Houston and Texas Central Railway came through. It had only 3,695 people in 1960. Then it grew fast: 17,872 in 1970, 72,331 in 1980 and 222,030 in 2000. Flat land and a planned street grid let sewers, schools and roads keep up.
Corporate moves shaped the city. J.C. Penney and Frito-Lay moved headquarters here in the 1980s. Toyota, Liberty Mutual, JPMorgan Chase and Fannie Mae announced Legacy-area campuses from 2014 to 2016, and Legacy West opened in 2017.
Population: near its ceiling
The 2020 Census counted 285,494. Census Bureau estimates put Plano at 293,028 in July 2025, up about 2.3% from July 2020, and slightly below 2024. NCTCOG, which counts housing units, estimated 301,320 on January 1, 2026, up 0.7% in a year.
The city's 2021 comprehensive plan projects about 331,000 residents by 2050, roughly 1,200 more people a year. That is close to the recent pace. An older NCTCOG forecast of 342,686 by 2035 now looks too high.
Housing: apartments and redevelopment
Only about 4% of Plano's land, 1,863 acres, was undeveloped in January 2025. Census permit data show the shift. Plano permitted 1,962 single-family homes in 2000 but only 138 in 2025. Of the 5,029 units permitted from 2020 to 2025, 73% were in apartment buildings.
New homes now come from rebuilding old sites. Centurion American's Collin Creek, on the former mall site off US 75, has about 500 single-family lots, mostly townhomes; 130 homes were occupied by February 2026. Stillwater Capital's 142-acre Haggard Farm on the Dallas North Tollway started its first phase, 350 apartments and about 188 townhomes, in December 2025. CB JENI's Plano Gateway sells townhomes from $439,000.
Renters now head 43% of Plano households, up from 38% in the 2011-2015 survey. The 2021 plan expects a 60/40 split of single-family and multifamily homes by 2050.
What is driving it
Jobs. JPMorgan Chase reports more than 11,000 employees in Plano, and Capital One, Toyota, PepsiCo and Ericsson each have over 3,000.
Transit and roads are changing too. DART's Silver Line opened in October 2025 with Plano stops at Shiloh Road and 12th Street, giving a rail link to DFW Airport. TxDOT expects to finish US 75 technology lanes from I-635 to SH 121 by late 2026. In June 2026 the council backed a nonbinding deal for a Dallas Stars arena at the Shops at Willow Bend. The city could put in up to $700 million, and the arena would open in 2031.
Schools: fewer students
Plano ISD peaked at 55,659 students in 2011-12 and had 43,905 in September 2025, after a one-year drop of more than 2,600. The district's demographer expects fewer than 40,000 students by 2029-30. The board closed four schools after 2024-25 to save about $5.2 million a year.
Voters approved a $481 million bond in 2016 and $1.34 billion in November 2022, mostly for renovations, safety and technology, plus a tax rate election. They rejected an event center and stadium work. No new bond has followed. Parts of Plano are in other ISDs, so check by address.
Values and incomes
Census survey data show the median owner-estimated home value rising from $231,600 (2011-2015) to $320,100 (2015-2019) and $465,900 (2020-2024). Median household income rose from $83,793 to $112,253 over the same periods.
Values roughly doubled while incomes rose about 34%. The local median sale price was about $550,000 in April 2025, flat from April 2022.
