Downtown: a courthouse square with a full event calendar
Rockwall's historic downtown centers on the courthouse square, with City Hall at 385 S. Goliad St. and storefronts along Rusk, Washington, Fannin and San Jacinto streets. A Discovery Statue, dedicated in 2023, marks the 1852 find of the rock wall that named the city.
Places with 2026 activity include Lyla's Clothing & Gifts, which moved to 114 E. Rusk St., and Wells Burgers at 206 N. Fannin St., which hosted a public event in October 2026. San Jacinto Plaza (101-115 San Jacinto Plaza St.) is the outdoor stage for the free summer music series. The Center (108 E. Washington St.) houses Parks & Recreation, and the Rockwall Community Playhouse is at 609 E. Rusk. Siren Rock Brewing (310 S. Goliad St.) closed in late 2025.
The Harbor, at 2059 Summer Lee Dr. on Lake Ray Hubbard, is the city's second hub. It has shops, restaurants, boat docks, a Cinemark theater and the Brad Griggs Amphitheater. Free parking is in a garage at the top of Summer Lee Drive and in public lots on Shoreline Trail.
A year of free concerts and festivals
The city calendar runs from a spring egg hunt (March 28 in 2026) through Hometown Christmas downtown (Dec. 5, 2026), when the tree is lit at City Hall. Founders Day, on May 16 in 2026, filled downtown and Harry Myers Park from 8 a.m. to 9:30 p.m., with a farmers market, a wine walk and evening country concerts.
Music runs most of the warm season. Concert by the Lake plays Thursday nights at The Harbor in May, June, July and October, 7-9 p.m. The San Jacinto Music Series puts on free Friday and Saturday shows downtown from May through October. In 2026 that came to 43 concerts in the series' 11th season. The farmers market sets up on the square Saturday mornings from May through September.
July 4 starts with an 11 a.m. downtown parade and ends with fireworks at Harry Myers Park. October brings Scare on the Square and the Art League's juried show.

One of the lowest tax rates in the area
A home inside Rockwall city limits pays three taxing units: Rockwall ISD at 1.0669, the city at 0.2575 and Rockwall County at 0.251, per $100 of value. That adds up to about 1.58% before exemptions. There is no college or hospital district tax. Nearby Rowlett's Rockwall County side runs about 2.13%, and Royse City about 2.08%.
The school district takes $140,000 off a homestead's value. The city and county do not appear to offer a general homestead exemption, so they tax the full value. Owners 65 and older get a $60,000 city exemption, a $60,000 school exemption, and tax ceilings that freeze their city and school taxes.
At the city's average taxable home value of $472,950, the bill comes to about $5,960 a year, or $496 a month. That is an effective rate of about 1.26%. The city's part is $1,217. The same house as a rental with no exemptions would owe about $7,450.
Rockwall ISD voters approved a tax ratification election in November 2025, and the 1.0669 rate already includes it. The board kept the same rate for 2026-27. The county cut its rate from 0.2547 to 0.251 for FY2026.
Check for a MUD before you buy
Rockwall County lists six MUDs on its 2025 rate sheet, with rates from $0.155 to $1.00 per $100. Rockwall MUD #7 and #8 charge $0.75. On a $473,000 home, a $0.75 MUD adds about $3,550 a year, or about $296 a month.
Most MUDs sit outside city limits, where you pay the MUD but not the city's 0.2575. A home in a MUD inside the city pays both. The city also held a hearing on a developer's public improvement district in 2019. Look up the exact address on the appraisal district site and ask for the seller's MUD and PID notice.
Electric: mostly retail choice
Most of Rockwall is on Oncor's lines, so you pick a retail plan. Every plan passes through Oncor's delivery charge of $4.23 a month plus about 5 cents per kWh. The median all-in Oncor-area price was about 15.9 cents per kWh at 1,000 kWh in August 2026, or roughly $159 a month. Summer use of 1,500 kWh would run about $239.
Farmers Electric Cooperative serves parts of Rockwall County. Co-op members cannot shop plans, and the board sets the price. Check the provider by address.
Water, sewer and trash
The city's posted rates charge $25.75 for the first 2,000 gallons of water, then $4.11 per 1,000 gallons up to 8,000. Sewer is $24.50 plus $4.25 per 1,000 gallons, based on your winter average. Trash and recycling from Republic Services cost $23.15 a month with tax. At the city's average use of 5,350 gallons, the bill is about $111.
The city raised water and sewer rates again on January 1, 2026, citing higher wholesale costs from the North Texas Municipal Water District. If the posted sheet predates that change, add about $11. A new account needs a $100 deposit.
Internet, gas and HOA
AT&T reaches about 80% of the city, with fiber plans from $50. Spectrum covers about half and Optimum about 39%. Most listings in Breezy Hill and Stone Creek show natural gas heat. Atmos raised average residential gas bills across its system by about $13 a month in October 2026.
HOA dues in Breezy Hill run $700 to $820 a year in recent listings. Stone Creek shows $850 a year.
Commute and flood risk
The average Rockwall worker's commute is about 32 minutes. I-30 west to Dallas has no tolls. The Bush Turnpike, which starts at I-30 just west of the lake, costs 22 cents a mile with a TollTag. A 10-mile trip each way adds up to about $1,100 a year.
Flood Factor data puts about 3% of Rockwall properties at risk of severe flooding over 30 years. Lakefront and creekside lots should check the FEMA map before buying.

A county seat that grew with the lake and I-30
Rockwall was platted on April 17, 1854, and became the seat of the new Rockwall County in 1873. It stayed a small farm town for nearly a century, with 1,501 people in 1950.
Three things changed that. An aluminum plant opened in the early 1950s, Interstate 30 was finished in the late 1950s, and Lake Ray Hubbard filled in 1969. The population nearly doubled each decade from 1970 to 2010, reaching 37,490.
Population: steady growth, not a boom
The 2020 Census counted 47,251 people. Census Bureau estimates show 49,788 in 2021, 51,609 in 2022, 53,004 in 2023, 53,503 in 2024 and 53,980 in July 2025. That is about 13% growth in five years, or roughly 1,250 people a year. NCTCOG estimated 54,744 on January 1, 2026.
Growth has slowed. The city added about 1,750 people a year from 2021 to 2023 but under 500 a year since. Rockwall now holds about 38% of Rockwall County, down as Fate and Royse City grow faster.
The city's planning staff project more than 80,000 residents by 2040, assuming 3% a year, and put buildout at about 79,000 to 84,000. NCTCOG's 2017 forecast put the 2045 household population at 72,199. The city's 3% assumption is about double the recent pace, so treat 2040 as a ceiling, not a forecast.
Housing: a slower, pricier pipeline
Census permit data show Rockwall permitted 650 to 950 housing units a year from 2000 to 2005, when most of its subdivisions north of I-30 filled in. Permits fell below 400 a year after 2010, except in years with large apartment projects. The city permitted 763 units in 2020 and 989 in 2021, mostly because of apartments. Single-family permits fell to 164 in 2023, then rose to 319 in 2024 and 507 in 2025. Through September 2026 the city had permitted 307.
The average reported construction value per single-family permit was about $292,000 in 2025, up from about $235,000 in 2020.
Most new homes are in mid-sized builder communities south of I-30 along FM 549, FM 1139 and SH 276. They include The Homestead (490 lots), Southside Hills (384), Peachtree Meadows (292), Discovery Lakes (289) and Terracina (about 350). North of I-30 are The Terraces, Nelson Lake, Quail Hollow and Park Hills. In 2023 city staff counted 1,595 vacant platted lots and 2,513 entitled but unplatted lots, about 5.4 years of supply at recent permit rates.
Several large communities that market 'Rockwall' addresses are outside the city. They include Sonoma Verde and Ridge Pointe in McLendon-Chisholm and the 1,800-home Horizon Lakes on FM 550. Check the city limits and tax bill for any address.
What is driving growth
TxDOT is rebuilding I-30 through the city in two contracts. Dalrock Rd to SH 205 ($313 million) is 77% done and due July 2027. SH 205 to the Hunt County line ($348 million) is 52% done and due December 2028. FM 549 between SH 205 and SH 276 is being widened to four lanes for $29.8 million, also due December 2028.
Retail has filled in along I-30. H-E-B opened a 131,000-square-foot store at John King Blvd in October 2025 with about 750 workers. IKEA opened a 108,875-square-foot store in May 2026. It anchors PegasusAblon's 65-acre Rockwall Heights site, which plans more than 350,000 square feet of retail and 485 townhomes and rentals.
The Rockwall Technology Park, run by the city's economic development corporation, covers about 550 acres. In 2022 it held 21 employers and about 2,900 full-time jobs. Milestone Electric, A/C & Plumbing announced in June 2026 that it will move its headquarters there, with more than 250 new jobs. Water and wastewater treatment come from the North Texas Municipal Water District.
Schools: Rockwall ISD
Rockwall ISD grew from 15,462 students in 2015-16 to 19,235 in 2024-25, and state data show 19,185 in 2026. The district projects more than 22,000 students by 2030. It also serves Heath, Fate, McLendon-Chisholm and part of Rowlett.
Voters passed a $256.8 million bond in November 2015 (65% yes) and $458.9 million plus $16.9 million bonds in November 2021 by narrow margins. In November 2024 they rejected three bonds totaling about $848 million and a tax-rate increase. In November 2025 they approved a tax-rate election that adds more than $16.5 million a year for pay and programs. No new bond had been called as of this writing.
Prices and incomes
The Census Bureau's ACS puts the median owner-occupied home value at $411,700 for 2020-2024, up from $194,200 in 2011-2015 and $261,400 in 2015-2019. Median household income rose more slowly, from $88,810 to $115,580. About 72% of occupied homes are owner-occupied.
