Downtown: a rebuilt square with music most weeks
Garland's historic downtown sits around the square at State Street and Main Street. It was listed on the National Register of Historic Places in 2017, and the city has rebuilt the square with about 60,000 sq ft of play areas, event space and a water feature. The Downtown Garland DART station is a short walk away.
Food and music anchor the square. Intrinsic Smokehouse & Brewery (509 W. State St.) brews beer and serves barbecue. Fortunate Son (500 Main St.), Dos Banderas (614 Main St.) and Main Street Cafe are nearby, along with Dead Wax records (519 Main St.) and Jimmy Wallace Guitars (514 Main St.). The Plaza Theatre (521 W. State St.) and the Granville Arts Center (300 N. Fifth St.) host shows. The Owl Icehouse is rebuilding the 1915 Jones Hardware building at 519 W. State St. into a two-story restaurant with a rooftop patio. State filings targeted April 2026 to finish the build-out; we did not confirm an opening.
Events are on the square nearly every month
The city's 2026 calendar puts almost every major event on the Downtown Garland Square. Music Made Here plays the first Friday of every month, and the Urban Market runs March through December. Spring brings Art Made Here (March 28 in 2026) and a Thursday concert series in April and May. The Asian American Heritage Festival was May 16, Juneteenth June 20 and Red, White & You July 3.
Fall is busiest: Fall Fest and the Guzzler .5k on Oct. 3, Día de los Muertos on Oct. 24, and Christmas on the Square on Friday, Dec. 4, 2026.
Parks, creeks and a 21,000-acre lake
Garland has 63 parks, more than 2,880 acres of park land and six recreation centers. Trust for Public Land scores the system 64 out of 100 and finds that 63% of residents live within a 10-minute walk of a park.
Central Park is the oldest; the city bought its first 50 acres after World War II. Audubon Park, on W. Oates Road, has fields, disc golf, trails along Duck Creek, and Surf & Swim, a city aquatic center rebuilt with a lazy river, wave simulator and three slides, slated to open in summer 2026. The Duck Creek Greenbelt trail runs about 5 to 5.7 miles. In the north, Spring Creek Forest Preserve (1770 Holford Rd.) protects old-growth oaks, some about 300 years old. Rowlett Creek Preserve (2525 Castle Dr.) has about 14 to 16 miles of unpaved trail used for mountain biking. Firewheel Golf Park covers 600 acres with 63 holes.
Lake Ray Hubbard forms Garland's east edge. John Paul Jones Park (4099 Zion Rd.) has boat ramps and trails, and the Woodland Basin trails are off E. Miller Rd.
Errands: groceries in town, hospitals out of town
Groceries are close by. Kroger has stores at 1406 W. Walnut St. and 6850 N. Shiloh Rd., Walmart has a Supercenter at 1801 Marketplace Dr., and Tom Thumb has stores on Firewheel Pkwy, Northwest Hwy and Arapaho Rd. H-E-B is converting a long-vacant building at 1040 W. Centerville Rd. into a Joe V's Smart Shop, its lower-price format, and the Garland City Council approved a full-size H-E-B on about 21 acres near Firewheel Town Center in May 2026. Neither had an opening date as of mid-2026.
Garland has no hospital inside city limits. Baylor Scott & White closed its Garland hospital in 2018, and the building is now a VA medical center. Ambulances take patients to hospitals in nearby cities. The closest for much of north Garland is Methodist Richardson Medical Center, at the Bush Turnpike and Renner Road. A Texas Health freestanding ER opened at 738 W. Centerville Rd. in 2016.
The Nicholson Memorial Library System reopened its Central Library downtown after an $18 million renovation in July 2025. It opened the 18,700 sq ft West Garland Library at Hollabaugh Park in October 2025, replacing the Walnut Creek branch. The North Garland and South Garland branches are still open.

Six taxing units, and no MUD
A Dallas County home in Garland ISD pays six taxing units. Garland ISD charges 1.1709, the city 0.6897, Dallas County 0.2155, Parkland Hospital 0.2120 and Dallas College 0.1066. All rates are per $100 of value. The 2025 total is 2.39% before exemptions, which is near the top for the area. Rowlett is higher, and Mesquite and Sachse are close behind.
Exemptions bring that down. The school district takes $140,000 off a homestead's value. For 2025 the city raised its homestead exemption from 10% to 11% and its over-65 exemption from $56,000 to $60,000. Owners 65 and older also get a school tax ceiling.
At the city's median home value of $298,200, the bill is about $5,280 a year, or $440 a month, counting only the school and city exemptions. If the county and Parkland homestead exemptions also apply, it drops to about $5,020. The same house as a rental with no exemptions would owe about $7,140.
Garland is mostly built out, and the county's rate list shows no MUD inside the city. That spares most buyers the extra $0.60 to $1.20 per $100 common in newer suburbs. Check the tax certificate on any newer infill home anyway.
Your school district can change the bill
Garland ISD covers most of the city, but Richardson ISD serves western and northern parts, Mesquite ISD serves a southern part, and small areas fall in Dallas ISD. On the median home, Richardson or Mesquite ISD costs about $100 a year less than GISD, and Dallas ISD about $280 less. Small parts of Garland also reach into Collin and Rockwall counties. There the county rate is lower, and the same home would owe about $4,350 a year on the Collin side.
Electric comes from the city
Garland Power & Light is owned by the city and serves about 85% of Garland. Those homes cannot shop for retail plans. A third-party summary of GP&L's rates lists a $5.34 monthly charge plus about 13.8¢ per kWh. That is about $143 at 1,000 kWh and about $212 at 1,500 kWh in summer, before taxes. Homes outside GP&L's area are on Oncor wires and choose a retail provider, so check which one serves any address.
Water, sewer and trash on one city bill
The city bills water, sewer and trash together. According to a summary of the city's FY2025-26 rate pages, water is a $24.70 base charge plus $6.74 per 1,000 gallons in the first tier. Higher tiers cost more, to discourage heavy use. At 5,000 gallons, water comes to about $58. Sewer runs about $36 and trash about $26, for roughly $120 a month in total.
Internet, tolls and HOA
FCC data show Frontier fiber at about 93% of Garland addresses and Spectrum cable everywhere, with AT&T Fiber and Hotwire in parts of the city.
The average Garland commute is about 29 minutes. I-30, I-635 and SH 78 have no tolls. The Bush Turnpike costs 22¢ a mile with a TollTag, so a daily 10-mile trip each way runs about $95 a month. DART's Blue Line stops downtown and at Forest/Jupiter.
Many Garland homes have no HOA. In the Firewheel area, recent listings show dues of $600 a year at Fairways at Firewheel and $798 at Oaks at Firewheel.
Renting
The median gross rent in Garland is about $1,525 a month (ACS 2023 5-year). Renters on GP&L and city water pay the same utility rates as owners.

A boom that ended a generation ago
Garland formed in 1891 when the rival towns of Embree and Duck Creek merged. It stayed small until World War II, when aircraft plants came to the area. Kraft later took over one of those plants and is still here.
Then the city filled in fast. It had 10,571 people in 1950, 81,437 in 1970 and 215,768 in 2000. Growth slowed as land ran out: the 2010 Census counted 226,876 and the 2020 Census 246,018.
Population: flat at about 250,000
The Census Bureau estimates 249,625 residents in July 2025, about 1.5% above the 2020 count. Its yearly figures move up and down within a few thousand. NCTCOG puts Garland at 252,054 on Jan. 1, 2026, up just 122 in a year.
No current population projection was found from the city, NCTCOG or the school district. The city is writing a new comprehensive plan, Garland Forward, with a 2050 horizon. Its adoption had not been confirmed.
Housing: infill and apartment waves
Garland permitted 3,636 housing units from 2020 to 2025, by Census count. The total swings with apartment projects: 2,352 units in 2017 and 1,838 in 2023, mostly in large buildings. Single-family permits ran 279 to 544 a year from 2020 to 2024, then fell to 107 in 2025. Through September 2026, the city had permitted 512 units, 498 of them in apartment buildings.
There is no large master-planned community under way. New for-sale homes come in small sections: D.R. Horton's Fireside by the Lake in 75043, a 50-townhome Pecan Grove project and Pulte's coming Mission Hills. Recent apartments include Lofts iThirty (340 units) by the DART Lake Ray Hubbard station and JLB's 366 apartments and 15 townhomes on Zion Road.
About 62% of occupied homes are owner-occupied. School district varies by address: most of the city is in Garland ISD, but parts are in Dallas, Mesquite and Richardson ISDs.
What could change the picture
The biggest bet is the lakefront. In December 2025 the council adopted a plan for about 820 acres around I-30 and the Bush Turnpike on Lake Ray Hubbard. The city says it could add more than $1 billion in taxable value over three to five decades. Much of it depends on extending the turnpike south to I-20, which press reports say will not be done before 2037.
Roads nearby are being rebuilt. TxDOT finished the $1.7 billion 635 East project in September 2026, and its $802 million I-30 project, including new lake bridges, runs into 2027. Voters approved a $360 million city bond in May 2025 for streets, economic development, the arts center and parks.
Employers are investing too. Kraft Heinz is spending $143 million on its Forest Lane plant and adding 200 jobs. Digital Realty is building data centers on Ferris Road and plans more on Campbell Road.
Schools: fewer students, newer buildings
Garland ISD peaked at 58,151 students in 2011-12. State data show 49,151 in 2026, down 14.5% since 2016. The district has consolidated several elementary schools since 2024-25 and plans new replacement buildings for 2027 and 2027-28.
Voters passed a $455.5 million bond in 2014 and about $1.28 billion in three propositions in May 2023. No enrollment projection was found.
Values and incomes
Census survey data show the median owner-estimated home value rising from $117,400 (2011-2015) to $270,800 (2020-2024). Median household income rose from $51,970 to $76,320. Because Garland is mostly built out, these gains reflect existing homes gaining value more than new construction.
