A small civic core beside I-45
Wilmer began as Prairie Valley and grew up on the Houston and Texas Central Railroad, which arrived in 1872. The post office took the Wilmer name in 1884, and the city incorporated in 1945. A 1929 fire destroyed most of the old business district. Today the city covers about 6.4 square miles, with I-45 running through it.
The civic center is City Hall at 128 N. Dallas Ave., where the E.M. Gilliam Memorial Public Library also lists its address. The City Square gazebo there hosts the holiday tree lighting. The Wilmer Community Center at 101 Davidson Plaza is where the city council and planning commission meet and where senior services gather.
Most food and fuel stops sit along the I-45 frontage roads. Denny's at 201 N. I-45 is open 24 hours. A large convenience store and quick-serve restaurant, Wilmer Mart, was registered with the state for 104 E. Belt Line Rd. in 2024, and a Circle K with truck diesel lanes was registered for I-45 and Pleasant Run in 2026. Union Pacific's Dallas Intermodal Terminal lies partly in Wilmer, and large distribution centers line the I-45 corridor.
Events: Pioneer Days and a holiday tree lighting
Pioneer Days is the city's main annual festival. In 2025 it marked 80 years since incorporation, ran Friday and Saturday, Oct. 24-25, at 128 N. Dallas Ave., and offered free carnival rides, food trucks and a DJ. The 2024 edition (the 40th) was Oct. 25-27, with a city-wide parade and live music. In earlier years it ran in September.
The Christmas tree lighting at the City Square gazebo is held in early December. In 2024 it was Friday, Dec. 6, with photos with Santa, food trucks, vendors and the Wilmer-Hutchins High School choir. On June 26, 2026, the city held an America at 250 celebration with a drone show and fireworks at the Wilmer Celebration Site, 200 Blackwell Blvd.
The library runs a summer reading program and marks Library Card Month each September. Senior Services, for adults 60 and older, runs exercise sessions, meals and day trips from the Community Center.
Parks and outdoors
Cottonwood Creek Preserve is the city's largest park. The city lists it at 220 acres, with a soft trail loop of about 2.2 miles along the creek, meadows, pecan shade and a picnic pavilion with grills. Dallas County lists its entrance at 1200 Cottonwood Valley, with parking and a playground, open 5 a.m. to 10 p.m. A restroom and a disc golf course are listed as coming soon. Adams Street Park is a smaller city park; the mayor listed family recreation upgrades there among 2025 priorities.
For bigger outdoor space, the Trinity River Audubon Center (120 acres, nearly five miles of trails) is about 16 minutes north and is a gateway to the Great Trinity Forest. Cedar Hill State Park, on Joe Pool Lake, is about 29 minutes west and offers boating, fishing, mountain biking and camping.

One of the lowest base tax rates in southern Dallas County
A Wilmer home pays five taxing units: Dallas ISD at 0.9938, the city at 0.4679, Dallas County at 0.2155, Parkland Hospital at 0.2120 and Dallas College at 0.1066, all per $100 of value. Together that is about 2.00% before exemptions, the lowest of the nearby Dallas County cities on the 2025 appraisal district sheet. Hutchins is 2.18%, Dallas 2.23% and Lancaster 2.36%.
The city raised its rate 3.58 cents for 2025. For 2026, council proposed 0.4245, the no-new-revenue rate, which the city says would cut the average homestead's city tax by about $31. Wilmer's taxable value has quadrupled since 2022, to $3.15 billion, which lets the rate fall while revenue grows. Dallas County adopted 0.24865 for 2026, which goes to voters on Nov. 3.
Exemptions shrink the school tax
Dallas ISD takes $140,000 plus 10% off a homestead's value. Dallas County, Parkland and Dallas College each take 20%, and the city takes 10%. Owners 65 and older get larger exemptions: $24,000 from the city, $100,000 from each county unit and $95,000 from Dallas ISD, which also freezes their school tax.
At the ACS median value of $157,200, the 2025 bill comes to about $1,350 a year, or $112 a month, and the school line is only about $15. A new Cottonwood home at $250,999 would owe about $2,980 a year, or $249 a month. The same homes as rentals, with no exemptions, would owe about $3,140 and $5,010.
MUDs and PIDs
The appraisal district lists one Wilmer district: Wilmer MUD No. 1, at 0.18 per $100 in 2025, with no homestead exemption. Its budget notice estimates the average homestead's maintenance tax at zero, and its location was not confirmed. On a $250,999 home it would add about $450 a year.
The city has a PID policy but names no active PID, and builder pages for Cottonwood list no PID or MUD. Check each address with Dallas CAD and ask for the seller's disclosure.
Electric and gas
Oncor owns the power lines, so residents shop retail plans. On Oct. 28, 2026, the median 12-month fixed plan was 15.4¢ per kWh at 1,000 kWh, delivery included, or about $154 a month. The cheapest was 14.1¢. The city is part of the Atmos Cities Steering Committee, which negotiates Atmos Energy's gas rates.
Water, sewer and trash
The city bills water, sewer and trash on one statement mailed on the first of the month. Disconnect and reconnect fees are $25 each, and card payments carry a $2.50 or 2.5% fee. Wilmer buys its water from Lancaster and sends wastewater to Dallas Water Utilities. Its FY2025-26 budget assumed no rate increase. Monthly rates are not posted online, so ask for a recent bill.
WM collects trash twice a week in 96-gallon carts. Bulk and brush go out once a month on Thursdays, up to 4 cubic yards, and residents get one free landfill trip a month at Skyline Landfill in Ferris.
Internet, HOA, rent and commute
Frontier advertises fiber from $29.99 a month, and Spectrum cable from $30. AT&T, T-Mobile 5G and several fixed-wireless providers also serve parts of the city. Coverage varies by street.
Cottonwood's HOA is listed at $29.17 a month by the builder. Many older homes have no HOA.
Median gross rent was $1,349 in the 2023 ACS. The average commute is about 33 minutes. Off-peak, downtown Dallas is about 21 minutes from City Hall, Plano 41, DFW Airport 49 and downtown Fort Worth 55.

A rail stop that became an inland port
Wilmer grew up where the Houston and Texas Central Railroad came through southern Dallas County in 1872. The settlement was called Prairie Valley until 1884, when the post office took the name of a railroad conductor. It incorporated in 1945 with about 450 people.
Rail still shapes it. Union Pacific opened its Dallas Intermodal Terminal on the Wilmer-Hutchins line in 2005, and warehouses followed along I-45.
Population: counts and estimates disagree
The 2020 Census counted 4,974 people, up from 3,682 in 2010. Since then, the two main estimates part ways. The Census Bureau puts Wilmer at 6,768 in July 2025, and its series barely moved after 2023. NCTCOG puts it at 7,924 on January 1, 2026, up 8.6% in a single year.
No city or regional projection for Wilmer was found. Treat the range between the two estimates as the honest answer for today's size.
Housing: a few hundred homes, then apartments
Census permit data show the city issued fewer than 35 housing permits a year from 2010 to 2016. Two apartment projects drove spikes of 252 units in 2017 and 257 in 2019. Single-family building picked up after that, with 121 homes permitted in 2025 and 104 more from January to September 2026.
The active builder community is Lennar's Cottonwood, with four plans of 1,266 to 1,600 square feet priced from $237,999 to $268,499 in October 2026. JPI bought land at 1501 E. Belt Line Road in April 2026 for Torrington Wilmer, 300 apartments with three- and four-bedroom units, and planned to start construction that quarter.
A 2024 plan for about 950 homes, mostly apartments, on 69 acres along I-45 went to the council for rezoning. No decision was found. Census survey data show 58% of occupied homes were owner-occupied in 2020-2024.
What is driving it
Logistics. The EDC lists Procter & Gamble (425 employees), Amazon (400), Unilever (160), Whirlpool (130) and Smucker's (120) among its largest employers, on a page without a date. Southport Logistics Park, a 252-acre site about a mile from I-45, hosts Amazon and other large tenants, and two of its buildings were fully leased in June 2026.
Data centers are the newest wave. State filings show Stream Data Centers building a $300 million, 360,750-square-foot facility on N. Sunrise Road from April 2026, and QTS a $290 million, 363,500-square-foot building on Mason Road from July 2026. Late-2025 hearings also sought to move several tracts from single-family to industrial on the city's land use map.
Infrastructure has had to catch up. Dallas County built the Pinto Pump Station and water tower, with Lancaster supplying Dallas water. The city's only wastewater line under the Trinity River broke in 2020, and a replacement was proposed in 2024. A FOX 4 report in 2025 described Sunridge Station, a 30-acre plan with medical space, two hotels, restaurants and a possible grocery store.
Schools
Dallas ISD has served Wilmer since it absorbed Wilmer-Hutchins ISD in 2006. Eddie Bernice Johnson Elementary opened in Wilmer in 2020 and had 580 students in 2026, up 63.8% since 2021. Kennedy-Curry Middle had 545 (down 28.6% since 2016) and Wilmer-Hutchins High had 717 (down 9.1%).
District-wide enrollment fell from 158,604 in 2015-16 to 139,802 in 2024-25. Dallas ISD voters approved a $6.2 billion bond in May 2026.
Values and incomes
Census survey data show the median owner-estimated home value at $61,600 in 2011-2015 and $157,200 in 2020-2024. Median household income went from $33,472 to $59,626 over the same periods.
For a city this small, the margins of error are wide. The 2020-2024 home value could be off by more than $100,000 either way. Use recent sales for pricing.
