No old downtown, but a town center is taking shape
Heath has no historic main street. Its center is the stretch of FM 740 (Laurence Drive) around Smirl Drive, where City Hall, the public safety headquarters, Towne Center Park, Amy Parks-Heath Elementary and Rockwall-Heath High School sit within about half a mile of each other. The city set this area aside as the Heath Towne Center overlay district in 2021, with a plan for restaurants, shops, shaded trails and gathering space.
Most day-to-day business is on Laurence Drive and on Ridge Road. Tom Thumb (551 Laurence Dr.) opened in 2019 with an in-store Starbucks, a pharmacy and fuel. Manny's Tex-Mex is at 469 Laurence Dr., and CareNow runs an urgent care at 529 Laurence Dr. On Ridge Road, Standard Service (4240 Ridge Rd.) is a restaurant with a large outdoor play yard that hosted the city's Christmas event in 2025. CVS is at 4282 Ridge Rd. Hawk Donuts is at 217 Hubbard Dr.
More is planned. In January 2025 the city approved a ground lease and a $500,000 loan for 1880 Kitchen, a full-service restaurant of at least 5,500 sq ft in The Reserve along Chris Cuny Boulevard. We found no opening date. For most shopping and dining, people drive to Rockwall, about 14 minutes north.
A short, city-run calendar
The city runs a handful of events a year, most at Towne Center Park, 200 Laurence Dr. The Heart of Heath 5K and 1-mile family run is in spring (April 4 in 2026). The Independence Day parade on July 4 starts at 9 a.m. with a veterans ceremony. In 2026 it was followed by the park's grand opening and a first Sandlot Home Run Derby for players 14 and under.
Christmas in Heath is held on the first Friday of December, 5:30 to 8:30 p.m., with a tree lighting, Santa photos and live music. While the park was closed for work in 2025, it moved to Standard Service on Dec. 5. The city also lists National Night Out, and in 2026 it held a free fall landscaping workshop at City Hall in September.
Parks on and near Lake Ray Hubbard
Lake Ray Hubbard forms Heath's western edge. Terry Park (599 Terry Ln.) has the city's two-lane boat ramp with two courtesy docks, plus a pavilion with grills, a playground, restrooms and walking trails. A loaner life jacket station opened there in August 2026.
Towne Center Park is the main sports and event park. Its renovation cost about $12.8 million and was finished in 2026. It now has four multi-use fields, a baseball field, eight pickleball courts (six covered and lit), two lit half-courts, a splash pad, two playgrounds, an event lawn and pavilion, and a food-truck street. Antigua Bay Park (610 Scenic Dr.) covers 1.7 acres with a pavilion and playground. Heath Paw Grounds (305 Laurence Dr.) is a fenced dog park of over 3 acres. The Reserve Nature Trails, off Chris Cuny Parkway, cover more than 70 acres with three trailheads.
The city does not publish total trail mileage. Parks are open dawn to dusk.
Errands: the basics in town, the rest in Rockwall
Tom Thumb is Heath's one full-size grocery store. It is open 6 a.m. to 11 p.m. daily, with a pharmacy. An H-E-B opened in Rockwall in October 2025 at I-30 and John King Blvd., about 11 minutes away. CVS (4282 Ridge Rd.) is the other pharmacy in town.
Heath has no hospital. The closest is Texas Health Presbyterian Hospital Rockwall (3150 Horizon Rd.), about 8 minutes north, which has an emergency room. Baylor Scott & White Medical Center–Lake Pointe (6800 Scenic Dr., Rowlett) is a 148-bed hospital about 19 minutes away across the lake. CareNow (529 Laurence Dr.) handles urgent care in town.

Getting around and public safety
FM 740 is Heath's main road and runs north into Rockwall. Off-peak, downtown Dallas is about 32 minutes away, Garland 29, Plano 35, Love Field 44 and DFW Airport about an hour. Those are free-flow estimates, and rush-hour traffic adds time. We found no public transit.
Police, fire and EMS are combined in the Heath Department of Public Safety, and all 37 officers are certified in all three. The department works out of 200 Laurence Dr. Two new stations funded by 2023 bonds are under construction: Station 30 at 300 Chris Cuny Pkwy. (about $9 million, finishing around early 2027) for administration and investigations, and Station 31 at 1284 FM 740. Ambulance service is countywide under a contract overseen by the Rockwall County Emergency Services Corporation, whose board includes Heath.

Low tax rate, high home values
A Heath home in Rockwall County pays three taxing units: Rockwall ISD at 1.0669, the city at 0.2757 and Rockwall County at 0.251, per $100 of value. That adds up to about 1.59% before exemptions, with no college or hospital district tax. Nearby Rowlett runs about 2.13% and Forney about 2.04%.
The low rate meets high values. The city's average homestead had a taxable value of $862,634 in 2025. With the $140,000 school homestead exemption, that home owes about $12,250 a year, or about $1,020 a month. The effective rate is about 1.42%. The same house as a rental would owe about $13,750.
The city and county give no general homestead exemption. Owners 65 and older get $3,000 off city value, $35,000 off county value and $60,000 more off school value, plus tax ceilings from all three.
The 2026 city rate is still in play
For tax year 2026, the city proposed 0.2814, up from 0.2757, and estimated the average homestead tax at $2,542, up from $2,378. That proposal sat above the no-new-revenue rate of 0.2698 and the voter-approval rate of 0.2717. The adopted rate was not confirmed. Rockwall ISD kept its rate at 1.0669 for 2026-27.
PIDs, not MUDs
No MUD appears with Heath on the 2025 rate sheets. In 2018 the city held a hearing to create the Haciendas Del Lago Public Improvement District, about 26 acres north of FM 1140, to pay for streets, water and sewer lines through a per-parcel assessment. A 2025 city ordinance also concerns this PID. Developers of Heath Golf & Yacht Club also asked the city for a PID. Ask the seller for the PID notice and check the address with the appraisal district.
Water and sewer cost more here
Heath buys treated water from the City of Rockwall, and NTMWD treats its wastewater. New rates took effect Oct. 1, 2026. Water costs $44.23 a month for the first 2,000 gallons, then $7.92 per 1,000 gallons up to 10,000. Sewer is $67.84 plus $8.42 per 1,000 gallons of winter average use. Trash and recycling from Waste Connections cost $25.09.
At 10,000 gallons, the combined bill comes to about $286 a month. The city's 2025 rate study put average household use near 16,900 gallons, so many bills run higher. A new account needs a $325 deposit.
Electric, gas and internet
Heath is on Oncor's lines, so you choose a retail electric plan. The median 12-month plan was 15.4 cents per kWh at 1,000 kWh in October 2026, or about $154 a month. Atmos Energy supplies natural gas and raised average residential bills across its system by about $13 a month in October 2026.
AT&T reaches about 87% of the city with fiber, and Optimum cable is widely available. Peoples Telephone Cooperative has fiber in about a quarter of the city.
HOA, commute and flood risk
Buffalo Creek listings show HOA dues of $65 to $197 a quarter. Heath Golf & Yacht Club shows $185 a month.
The average Heath worker's commute is about 35 minutes. NTTA toll roads cost 22 cents a mile with a TollTag. Flood Factor data puts about 3% of Heath properties at risk of severe flooding over 30 years. Lakefront lots should check the FEMA map by address.

From Black Hill to Heath
Heath is one of the oldest place names in Rockwall County. As Black Hill, it opened the county's first post office in 1849, then lost it to Rockwall in 1854. By 1950 about 50 people lived there, and the local school had merged into the Rockwall district.
The city incorporated in 1959 with fewer than 200 residents. Lake Ray Hubbard came in 1969-1970. Heath counted 520 people in 1970, 2,108 in 1990 and 6,921 in 2010.
Population: 9,769 in 2020, 11,671 in 2025
The 2020 Census counted 9,769 residents. Census Bureau estimates show 10,139 in 2021, 10,604 in 2022, 11,245 in 2023, 11,473 in 2024 and 11,671 in July 2025. NCTCOG, the regional planning agency, uses a different method and estimated 10,636 for January 2026.
The city's 2025 Comprehensive Plan treats 3% a year as its planning rate, which gives 13,130 residents in 2030 and 17,645 in 2040. The same plan puts buildout of today's city limits at 16,640 people, reached around 2038, and about 21,100 including the ETJ.
Housing: large lots and a set pipeline
Every home Heath permitted from 2005 to 2025 was single-family. Census permit data show 120 to 136 new homes a year from 2016 to 2020, a high of 229 in 2021, then 178 in 2022, 75 in 2023, 99 in 2024 and 148 in 2025. Through September 2026 the city had permitted 140.
The 2025 plan calls for no more than one home per acre of developable land, with minimum lots from one-third acre to three acres by district. In July 2024 the city manager said about 900 lots were already vested, many approved before that one-acre policy, and called it a nine-year supply.
The largest community is Heath Golf & Yacht Club on the south end, planned for 1,200 homes on 787 acres around a private golf course, with several builders still selling. Bristol Valley offers half-acre and one-acre lots; Toll Brothers opened sales there in October 2026 from $1.05 million. Smaller builder sections include Falcon Point and Chapel View. Some listings use Forney's 75126 ZIP, so confirm city limits, school district and any special district by address.
Water and roads
Heath buys North Texas Municipal Water District water through Rockwall. After summer shortages, the city paused new residential and commercial development from November 2023 to March 2024, and it moved to Stage 2 restrictions in July 2024. A 2025 agreement with Rockwall ended a lawsuit and raised Heath's daily supply from 6 to 6.5 million gallons, with 7 million possible from July 2026 and a path to 9 million by 2032. Twice-weekly watering stays in place.
On roads, TxDOT widened FM 740 through central Heath to four lanes in a $12.9 million project begun in 2015. To the north, a $313 million I-30 project that rebuilds the FM 740 interchange was 77% complete in September 2026 and is due in July 2027. The plan counts 0.09 acres of retail per 100 residents, centered on the Towne Center district by City Hall.
Schools
Rockwall ISD serves Heath, including Rockwall-Heath High School. The district grew from 15,462 students in 2015-16 to 19,235 in 2024-25 and projects more than 22,000 by 2030.
Voters passed bonds in 2015 ($256.82 million) and 2021 ($458.9 million and $16.9 million). In November 2024 all three bond propositions and a tax-rate election failed, including $787 million for two elementary schools. In November 2025 voters approved a tax-rate election for operating costs.
Values and incomes
Census survey data show the median owner-estimated home value at $393,700 in 2011-2015, $484,600 in 2015-2019 and $766,900 in 2020-2024. Median household income was $148,661, $155,781 and $220,828 over the same periods.
These are five-year figures for a small city, with margins of error above $20,000 for both measures in 2020-2024. Owners occupied 3,488 of 3,559 occupied homes in 2020-2024.
