Town center: City Hall on School Road, shops on SH 78
Lavon has no historic main-street district. The civic center is City Hall at 120 School Rd., which also holds a community room with a kitchen and a restored gym used for city events and elections. City Hall Park sits next to it.
Day-to-day business runs along State Highway 78, the main road through town. Places with 2026 listings include Starbucks (875 State Hwy 78), Sonic (925 S. State Hwy 78), Dunkin' (905 State Hwy 78), Daisy's Neveria (450 S. State Hwy 78), Domino's (100 S. Lake Rd.) and Bearded Monkey Sports Bar & Grill (905 N. State Hwy 78). Einstein Bros. Bagels opened in spring 2026 in the Lavon Retail Plaza at 845 S. State Hwy 78.
More retail is in the pipeline. State filings show a 10,490 sq ft retail shell at 616 Cedar St. (Sept. 2026 to June 2027) and a convenience store and shell building at 995 N. State Hwy 78 (March 2026 to March 2027). Starwood Café plans a location at 371 N. State Hwy 78 in the Elevon West center, with construction listed for Nov. 2026 to March 2027.
Events center on City Hall Park
The city's calendar is small and runs through City Hall Park. The city lists an Easter Breakfast with the Bunny and a Fall Festival there. In December the city holds a Christmas tree lighting with a Sip and Shop market at 120 School Rd.; the 2023 edition ran 5 to 8 p.m. The city's online event calendar did not show dated 2026 events when we checked, so confirm dates with City Hall at (972) 843-4220.
Parks in town, and a lake next door
The city lists two parks. Eagle Pond, at Lincoln Ave. and Harrison Ln. in the Bear Creek subdivision, has a pond, native plantings, benches and a walking trail. City Hall Park has a pavilion you can reserve through City Hall, a playground and a paved walking and biking trail. Those two trails are the only ones the city lists. The city says it has set aside more than 20 acres near City Hall for future parks, with no plan or timeline posted.
Lavon Lake is the bigger draw. Lavonia Park, run by the U.S. Army Corps of Engineers, has 38 full-hookup campsites, 15 tent sites, showers, 51 picnic sites, two four-lane boat ramps and a playground, and is open year-round. Fees listed by the Corps are $30 a night for full hookups, $14 for tent sites, and $5 per vehicle for day use or boat launch.
The lake's parks are changing. A Corps study summary dated Oct. 2025 keeps Lavonia, Mallard, Little Ridge and Elm Creek parks under the Corps, leases nine parks to Wylie, Farmersville, Princeton and Lucas, and permanently closes Little Avalon, Pebble Beach and Bratonia parks. Changes phase in over five years.

The tax bill, line by line
A home inside Lavon city limits pays four taxing units: Community ISD at 1.2077, the city at 0.42, Collin County at 0.1493 and Collin College at 0.0812. All rates are per $100 of value. Together that is about 1.86% before exemptions. There is no hospital district or emergency services district on the bill.
Exemptions cut the bill a lot. Community ISD takes $140,000 off a homestead's value. The city exempts 1% (at least $5,000), Collin County 5%, and Collin College 20%. Owners 65 and older get added exemptions, including $20,000 from the city and $60,000 from the school district, and a tax ceiling.
Lavon's average home was worth $383,150 on the 2025 roll. With a homestead exemption, its 2025 bill comes to about $5,320 a year, or $443 a month, an effective rate near 1.39%. The same house as a rental with no exemptions would owe about $7,120.
For 2026, the city adopted 0.433807, up from 0.42 but below the no-new-revenue rate. Collin County also raised its rate slightly. On the same home those two changes add about $60 a year. The 2026 average home value on the roll fell to $364,091.
Four PIDs and a MUD in the newer subdivisions
The city has four public improvement districts: Heritage No. 1, LakePointe, Elevon and Trails of Lavon. Each charges a fixed yearly installment per lot on top of regular taxes, and each had its assessment plan updated in July or August 2026. The installment depends on the lot type and the improvement area.
Part of Elevon also sits in Elevon MUD #1A, which levied 1.20 per $100 in 2025. On a $383,150 home that adds about $4,600 a year, or $383 a month. Before buying in Elevon, Lakepointe, Trails of Lavon or any newer phase, get the PID disclosure, the current installment and the MUD status for the exact lot.
Water and sewer come from different places
Bear Creek Special Utility District supplies water, not the city. Its posted residential rate is a $40.25 monthly minimum, then $8.23 per 1,000 gallons up to 5,000 gallons, rising in steps to $16.50 above 500,000. At 6,000 gallons, that works out to about $90.
The city provides sewer only in some areas, at $53 a month for a single-family home. Homes outside city limits pay 125% of that rate. Ask whether a house is on city sewer or a septic system.
Electric, gas, trash and internet
Two electric systems serve Lavon. On Oncor lines, residents pick a retail plan. In Farmers Electric Cooperative territory, the co-op sets the price, and it raised single-phase rates 7.77% on Oct. 1, 2026. The builder disclosure for Elevon lists Oncor. Atmos Energy supplies natural gas.
Community Waste Disposal collects trash and recycling every Wednesday under a city contract, and service is required. Up to two cubic yards of bulk items or brush go out beside the carts each week.
FCC filings show fiber from Frontier, Hotwire and, on a few streets, AT&T, plus Spectrum cable. Elevon homes use Pavlov Media as the required provider.
HOA dues and rent
HOA dues vary widely. Current listings show $155 a month in Elevon, $750 a year in Lakepointe and $650 a year in Trails of Lavon.
The ACS median gross rent for Lavon was $1,780 in the 2019–2023 survey. The average worker's commute is about 34 minutes each way.

A rail stop by the lake
Settlers came to the Bear Creek area in the 1850s. The railroad and a post office arrived in 1888, and the town took the name of the postmaster's son, Lavon Thompson. Lavon Lake was built two miles west in 1952-53.
Lavon did not incorporate until 1980, with 306 residents. It had 387 people at the 2000 Census and 2,219 in 2010.
Population: almost tripled in five years
The 2020 Census counted 4,469 people. Census Bureau estimates show 5,335 in 2021, 6,522 in 2022, 7,550 in 2023, 8,468 in 2024 and 11,888 in July 2025. That is a 162% gain from July 2020, and 3,420 people were added in the last year alone.
NCTCOG puts Lavon at 15,147 on Jan. 1, 2026, up 33% in a year. The city's comprehensive plan text, in a 2023 council packet, said Lavon could reach at least 8,000 within a decade. It passed that in about two years. No newer official projection was found; the Horizon Lavon plan update is due in 2026.
Housing: permits jumped in 2024
Census permit data show the city issuing fewer than 150 housing units a year through 2019. It permitted 274 to 405 a year from 2020 to 2023, then 1,197 in 2024 and 1,266 in 2025. The 2025 total includes 370 duplex units and 325 apartment units, the first large multifamily permits in the series. Through September 2026 the city had permitted 373 units.
Elevon, MA Partners' development on SH 78, is the largest. It had about 1,500 occupied homes in March 2026 and plans about 5,500 at buildout, with at least seven builders. Grand Heritage (Bloomfield and Stonehollow) plans 952 lots in Bear Creek and 778 in West Addition. Trails of Lavon, LakePointe, Hillstead and Lake Breeze add more. The Dallas Morning News counted 7,452 lots in development in 2022.
Trails of Lavon is a public improvement district. Hillstead is zoned to Wylie ISD rather than Community ISD. Check city limits, school district and any PID before buying, because costs and services vary by address.
Roads, sewer and jobs
SH 78 is the main road, running southwest to Garland and northeast to Farmersville. TxDOT has been widening SH 205 from SH 78 south toward Rockwall to four lanes, with room for six. It has also proposed rebuilding FM 2755 from SH 78 to CR 541 as a divided four-lane road; cost and timing are not published.
The city's FY27 proposed budget carries money for a Bear Creek wastewater plant expansion, a new Elevon/Lavon North plant and a Lavon East plant. Lavon has few jobs of its own: its ZIP code had 549 private-sector jobs in 2023. The nearest large job counts by ZIP are in Wylie, Rockwall, Garland, Allen, McKinney, Plano and Richardson.
Schools: enrollment tripled
Community ISD had about 1,400 to 1,650 students from 2000 to 2014. Federal counts show 1,919 in 2015-16, 3,349 in 2021-22 and 5,271 in 2024-25. State data show 5,779 in 2026, up 201% since 2016.
In May 2022 voters approved $595.6 million for school buildings and rejected separate stadium and multipurpose-facility propositions. Mildred B. Ellis Elementary opened in Josephine in 2024-25. No newer bond or enrollment projection was found.
Values and incomes
Census survey data show the median owner-estimated home value rising from $172,400 (2011-2015) to $240,600 (2015-2019) and $394,300 (2020-2024). Median household income rose from $73,654 to $131,303 over the same periods.
These are five-year averages with wide margins of error, and the housing stock more than doubled in that time. About 90% of occupied homes are owner-occupied.
