An unincorporated crossroads, not a town
Westminster sits where FM 3133 meets FM 2862 in northeast Collin County, about 12 miles northeast of McKinney and east of Anna. It is a census-designated place with 1,035 residents in the 2020 Census. It is not a city: voters dissolved the town charter on May 7, 2005, after years of debt and two bankruptcy attempts. That means no town hall, no town police and no city parks. County government handles roads, law enforcement and permits outside any city limits.
The community began in 1860 as Seven Points. A private school opened in 1888, the Methodist Church turned it into Westminster College, and the town took the college's name. Cotton made it a trade center in the early 1900s, with about 600 people by 1920. A Collin County Historical Commission marker for Westminster College, placed in 2011, stands at Public Road and Georgia Avenue. Mailing addresses vary: the volunteer fire station uses an Anna (75409) address, and Westminster also has its own ZIP code, 75485.
What's here, and what isn't
There is no downtown business district. The Gar Hole, a roadhouse bar on Houston Street, has hosted live music. Venue listings put it at 106 Houston St. and show 2025-26 performers. Call ahead for hours.

Texoma Medical Center's ER at Anna, 2710 Hackberry Dr., is open 24 hours and is about 20 minutes away. The closest full hospital we routed is Medical City McKinney at 4500 Medical Center Dr., about 29 minutes. The nearest public library is Anna Community Library at 111 W. 5th St.; we did not confirm its card rules for people who live outside Anna.

Westminster is in Anna ISD. The old Westminster ISD lost accreditation and merged into Anna ISD in 1989. Anna ISD's 2026-27 zoning map, queried around the FM 3133 and FM 2862 crossroads, assigns this area to Rosamond-Sherley Elementary (PK-5, 3000 FM 2862), Clemons Creek Middle School (6-8, 2700 Leonard Ave.) and Anna High School (9-12, 1107 W. Rosamond Pkwy.). Rosamond-Sherley is about 11 minutes away, and the high school about 13.
In TEA's 2024-25 ratings, Anna High School earned an A, Clemons Creek a C and Rosamond-Sherley a D. The district was rated C. TEA released 2026 ratings on Aug. 14, 2026; we could not confirm the 2026 campus results for this page. Zones change as Anna ISD grows, so confirm any specific address with the district.
Outdoors
Westminster has no public parks of its own. Collin County runs Parkhill Prairie, a 436-acre preserve with a 52-acre Blackland tall-grass prairie remnant, covered pavilions and restrooms. It also runs Sister Grove Park, a 75-acre hike-and-bike trail beside Lavon Lake between Princeton and Farmersville. Anna's city parks are a short drive west. We did not route drive times to these places because they have no exact street-address endpoint.
Getting around and emergency services
FM 3133 and FM 2862 are the local roads. US 75 runs through Anna to the west. Off-peak from the fire station on Houston Street, downtown McKinney is about 22 minutes, Legacy West in Plano about 39, Dallas City Hall about 57, Love Field about 61 and DFW Airport about 67. Rush hour adds time. We found no public transit.
The Collin County Sheriff's Office handles law enforcement. The Westminster Volunteer Fire Department, at 311 Houston St., serves the unincorporated area under a county contract; the county also dispatches its calls under an agreement renewed through Sept. 30, 2026. In November 2025, voters approved Collin County Emergency Services District No. 1 to fund fire service in unincorporated areas. We could not confirm whether Westminster falls inside it, or who provides ambulance service here.

No city tax, because there is no city
Westminster gave up its town charter in a May 2005 election. It is now an unincorporated community in northeast Collin County, near FM 2862 and FM 3133, east of Anna. Collin County maintains the roads, and a sheriff's deputy patrols the area. A volunteer fire department serves the community.
That status shapes every cost below. There is no city property tax, no city water or trash contract, and no city stormwater fee. Services come from the county, a special utility district and private companies.
Three taxing units on a typical bill
A Westminster homestead in Anna ISD pays three units: Anna ISD at 1.2399 per $100, Collin County at 0.149343 and Collin College at 0.08122. Together that is 1.4705% before exemptions, well below nearby cities that add a city rate of 0.41 to 0.73.
Exemptions cut the bill further. The school district exempts $140,000 of a homestead's value, Collin County exempts 5%, and Collin College exempts 20%. Owners 65 and older get larger exemptions and tax ceilings.
Collin CAD does not report a Westminster home value, because Westminster is not a taxing unit. At Anna ISD's 2025 average home value of $373,289, Realust estimates a homestead bill of about $3,665 a year, or $305 a month. The same house as a rental would owe about $5,489.

Watch for the new emergency services district
Collin County voters created Emergency Services District No. 1 in November 2025 to fund fire and ambulance service in unincorporated areas. Its board proposed a rate of $0.10 per $100 for 2026. Adoption was not confirmed, and some unincorporated land near Anna may sit outside the district, because Anna declined to join. Check the 2026 bill or the CAD record for an ESD line.
Schools and special districts
Anna ISD serves Westminster. When Westminster ISD closed in 1989, its students were divided between Anna ISD and Van Alstyne ISD, so confirm the district for any address near the edges.
No MUD or PID was found for Westminster in this research. No new-home community lists a Westminster address. That can change if land is platted for a subdivision, so check the CAD record and the seller's disclosure.
Utilities work differently here

A former town with no city hall
Westminster is an unincorporated community in northeast Collin County at FM 3133 and FM 2862, east of Anna and north of Blue Ridge. It incorporated in 1916, but after years of debt and two bankruptcy filings, voters abolished the town charter in May 2005. Collin County now handles its roads and other former town services.
That matters for buyers. There is no town council, zoning map, city tax or building permit office. Development follows the county's rules for unincorporated land. Water for at least one new subdivision nearby comes from Westminster Special Utility District, not a city.
Population: small, but up since 2000
Westminster peaked at 631 people in the 1920 Census, when it was a cotton market with a college and a short rail line. The Depression cut it by more than half, and it stayed under 400 through 2000.
It then more than doubled, to 861 in 2010 and 1,035 in 2020. Because it is a census-designated place, the Census Bureau publishes no yearly estimates, and NCTCOG's 2026 estimates skip it. No agency has published a forecast.
Housing: no permit data, few new homes in the CDP
With no town government, there is no Census building-permit series for Westminster. Census survey estimates put the area at roughly 240 to 380 homes over the past decade, but margins of error of about 100 units make the trend unclear. About 95% of occupied homes were owner-occupied in 2020-2024.
No builder was marketing a new-home community inside the CDP in October 2026. Nearby growth is coming in two forms: rural lot subdivisions approved by the county, such as the 22-lot Anna Ranch Estates in 2024, and Anna subdivisions creeping east along FM 2862. State filings show site work on Coyote Meadows Phase 3 and Sherley Farms Phase 1, both on FM 2862 in Anna, in 2025 and 2026.
What is driving it
The pressure comes from the west. Anna roughly doubled from about 17,100 people in 2020 to 35,200 in mid-2025 by Census estimates, while the rest of unincorporated Collin County barely changed. Anna's new subdivisions on FM 2862 sit on the road that leads to Westminster.
TxDOT's late-2025 list of Collin County projects in design shows nothing on FM 3133 or FM 2862, so no state road widening is scheduled here.
Schools: Anna ISD is growing fast
Westminster's own school district closed in 1989, and Anna ISD serves the area. Anna ISD had 2,874 students in 2014-15 and 5,470 in 2023-24, and state data show 6,724 in 2026. Its 2024 demographic report projects about 9,100 students by 2028-29 and 15,000 by 2034-35. The same report counted 12 subdivisions actively building and 14 more in planning across the district. Anna High School, the district's only high school, was expanded in 2019 and again in 2022.
Voters approved campus bonds in November 2022, including a second high school, and rejected a $100 million stadium in May 2024. New elementary and middle schools opened in 2022, 2023 and 2025.

Census survey data put the median owner-estimated home value at $116,900 in 2011-2015, $193,800 in 2015-2019 and $383,100 in 2019-2023. The 2020-2024 figure is $486,400, but with a margin of error of about $302,000 it says little on its own.
