A small rural town with no commercial center
New Hope is a small incorporated town in central Collin County, about three miles east of McKinney. It began in the early 1850s as a school and church community for area farmers and incorporated in 1974. The town's postal addresses use McKinney's 75071 ZIP code.
We found no downtown or town square. The town council meets at Town Hall, 121 Rockcrest Road, on the last Tuesday of each month, and the Planning and Zoning Commission on the second Tuesday. The town's zoning map is mostly single-family residential districts on 2-acre and 4-acre minimum lots, with small municipal, manufactured-home and general-business districts. The roads on that map include FM 1827, FM 2933, New Hope Road East and West, Rockcrest Road and US 380.
We found no restaurants, shops or other businesses in town with 2025-26 evidence that they are open, so none are listed here. Day-to-day shopping, dining and services are in McKinney and Princeton.
Events and outdoors
The town has a volunteer Event Planning and Coordination Committee, but we found no town events with 2025 or 2026 dates, so this page has no events calendar.
We found no town-owned parks. The town's zoning map does not mark any park land. At Lavon Lake, the U.S. Army Corps of Engineers runs 15 parks, ranging from free boat ramps to campgrounds with hookups at Clear Lake, East Fork and Lavonia.
Errands happen in McKinney and Princeton
We found no grocery store or pharmacy in town. The Walmart Supercenter in Princeton, at 701 W. Princeton Dr., is about 10 minutes away and has a pharmacy. On the east side of McKinney, Walmart Supercenter #206 on Redbud Boulevard is open daily 6 a.m. to 11 p.m. and has a pharmacy. It added a 16-pump gas station in 2025. Kroger broke ground on a new Marketplace store in Princeton in July 2026.
The nearest urgent care we confirmed is CareNow at 670 W. Princeton Dr. in Princeton. For emergencies, Medical City McKinney runs a 24/7 ER at 4500 Medical Center Dr., about 15 minutes from Town Hall.
New Hope has no library of its own. McKinney Public Library cards are free for all Collin County residents. As of October 2026, Hall Memorial Library downtown is closed for renovation, so the open branch is the John & Judy Gay Library at 6861 W. Eldorado Pkwy. It is open 10 a.m.-9 p.m. Monday-Thursday and 10 a.m.-6 p.m. Friday-Sunday.
Schools: McKinney ISD
New Hope is in McKinney ISD. We checked the district's school locator map layers at three points around town: Town Hall, FM 1827 at New Hope Road East, and FM 1827 at New Hope Road West. All three are zoned to Webb Elementary (810 E. Louisiana St.) and Faubion Middle School (2000 Rollins St.). The 2026-27 high school layer assigns all three points to McKinney High School. An older 2024-25 layer and a town notice from 2023 list McKinney North High, and the 2023 notice lists Johnson Middle.
That shift matches the district's December 2025 rezoning. The new high school map moved some students from McKinney North to the other two high schools. Students entering grades 5, 8 and 12 in 2026-27 could stay at their current campus. Confirm any address with the district before buying.
In TEA's 2024-25 ratings, Webb got a D, Faubion an A and McKinney High an A. In its Aug. 14, 2026 release, the district said all three of its high schools earned an A in 2026 and all of its middle schools earned an A or B. We did not find a 2026 rating for Webb.
Getting around and public safety
Off-peak drive times from Town Hall: downtown McKinney about 9 minutes, Legacy West in Plano about 27, Dallas City Hall about 47, Dallas Love Field about 51 and DFW Airport about 55. These are free-flow estimates, so rush hour adds time. The town has posted TxDOT's plans for the US 380 Princeton bypass.
The Collin County Sheriff's Office provides law enforcement. The town's own pages do not name its fire or EMS provider. New Hope opted into Collin County Emergency Services District No. 1, a countywide fire and EMS district that unincorporated-area voters approved on Nov. 4, 2025 (72.6% in favor, unofficial returns). The county canvassed the result on Nov. 17, 2025. The town contracts with All American Dogs for animal control.

A low tax rate with no PID or MUD
A home in New Hope pays four taxing units: McKinney ISD at 1.1043, the town at 0.200635, Collin County at 0.149343 and Collin College at 0.08122, all per $100 of value. Together that is about 1.54% before exemptions. On Republic Title's 2025 sheet, that is below Melissa, Princeton, Allen, McKinney and Fairview, and about even with Lowry Crossing.
The town runs a small budget. Its FY2027 budget expects $225,000 in property tax and lists no debt. The town kept the same rate for tax year 2026, though its notice says that rate is effectively a 2.64% increase and will raise more operating revenue than last year's rate.
No public improvement district or municipal utility district was found inside the town. That matters, because many nearby newer subdivisions add a PID installment or a MUD rate on top of the base bill.
What a typical bill looks like
Collin CAD put the 2025 average market value of homes in New Hope at $391,718, rising to $408,780 for 2026. With a homestead exemption and 2025 rates, Realust estimates the bill on that home at about $4,376 a year, or $365 a month. That is an effective rate of about 1.12%.
Most of the bill goes to McKinney ISD, even after its $140,000 homestead exemption. The town gives no general homestead exemption, but owners 65 and older or disabled get $50,000 off. The same home as a rental, with no exemptions, would owe about $6,015.
Watch 2026. McKinney ISD has proposed a lower total rate of 1.0664, but part of it depends on a Nov. 3, 2026 election, and Collin County raised its rate to 0.151414.
One electric and one water provider
The town says residents have one option for each. Electricity comes from Grayson-Collin Electric Cooperative, which does not offer retail choice. Its residential rate is a $25 monthly charge plus 13.7 cents per kWh and a power-cost factor posted at 1 cent. At 1,000 kWh that is about $172, and at 1,500 kWh about $246.
Water comes from North Collin Special Utility District. Since Oct. 1, 2025, the bill starts at a $34.93 minimum, then charges $6.03 per 1,000 gallons for the first 2,000 and $7.24 per 1,000 up to 8,000. A household using 5,000 gallons would pay about $69.
NCSUD provides drinking water only. Listings in Oak Creek Addition show septic systems, so plan for septic pumping and inspection.
Trash, internet and HOAs
The town has no trash contract. Residents hire a hauler, and the town lists CARDS Dallas, Bradshaw & Son and County Trash Service as approved vendors. Prices were not published.
Federal broadband data from December 2025 shows AT&T fiber at about 18% of locations. Everywhere else, the choices are AT&T DSL, fixed wireless from Rise, Element8, Verizon and AT&T Internet Air, or satellite. No cable provider is listed. Check fiber by address.
Recent listings in Oak Meadows and Oak Creek Additions show no HOA. Most homes sit on lots of an acre or more.
Commute
Workers in New Hope average about 29 minutes to work, per the Census, though the small sample makes that figure loose. Free-flow drive times from the Town Hall area run about 9 minutes to downtown McKinney, 12 to Princeton, 28 to central Plano and 48 to downtown Dallas.

A new 46,000 sq ft passenger terminal on FM 546 opens with Avelo Airlines nonstops to Las Vegas, Orlando, Tampa, Fort Lauderdale and Fort Myers starting mid-November 2026.

US 380 widening, McKinney–Princeton
TxDOT is widening US 380 from four lanes to six for about 7.2 miles, from Airport Drive in McKinney through Princeton to CR 458 near Lavon Lake. Webber, LLC holds the $141.4 million contract. Work started in fall 2025, was about 25% done in May 2026 and should finish around late 2028. It is separate from TxDOT's longer-term US 380 freeway plan.
Why it matters: Six lanes on US 380 from Airport Dr. in McKinney through Princeton to CR 458.

Spur 399 extension, Segment 1
TxDOT is widening Spur 399 in southeast McKinney, the first piece of a planned freeway loop around the city's east side to US 380. Later segments are still in design.
Why it matters: Future bypass to ease US 380 and SH 5 congestion through McKinney.

Sister Grove sewer plant, Phase II
NTMWD's regional wastewater plant near FM 2933 and CR 336 began treating flows in 2025. Phase II, under construction since Sept. 2025, doubles average capacity from 16 to 32 million gallons a day.

Growth story in New Hope

A farm community that became a small town
New Hope started in the early 1850s as a school and church community for farmers about three miles east of McKinney. It had fewer than 100 people until the mid-1960s, then grew to 250 by 1970 and 331 by 1980. The town incorporated in 1974 and marked its 50th year in 2024.
By the 1980s many residents worked in McKinney. The Census counted 523 people in 1990 and 662 in 2000.
Population: steady near 680
New Hope has barely changed in size for 25 years. The Census counted 614 residents in 2010 and 661 in 2020. Census Bureau estimates put the town at 676 in 2021 and 687 in both 2024 and 2025.
NCTCOG's regional estimates list only cities of 1,000 or more, and New Hope is not among them. No town, regional or county population projection was found.
Housing: large lots, a few homes a year
The town's zoning explains the slow pace. Its 2005 zoning ordinance has two single-family districts, one with a 2-acre minimum lot and one with a 4-acre minimum. The map also has general business, municipal and manufactured-home districts.
Census permit data show the town permitted 14 new homes from 2017 through 2025, never more than five in a year. All were single-family.
No builder subdivision or large plat came before the town in 2024-2026 agendas. Instead, the Planning and Zoning Commission has spent 2025 and 2026 revising the subdivision ordinance and drafting standards for commercial property. A June 2024 hearing covered changes to the land use plan, zoning ordinance and zoning map; the notice did not say what changed.
Roads and business sites
The bigger changes are on the highways around the town. TxDOT's planned US 380 bypass north of McKinney, an eight-lane freeway with frontage roads, would rejoin existing US 380 at FM 1827. A second TxDOT project would start at FM 1827 and carry a freeway around Princeton; a late-2023 schedule set it to be ready for bids in 2027 if funded. In June 2025 the state also extended Spur 399 about 3.8 miles from South Airport Drive north to US 380 east of McKinney.
Business building is small and along the farm-to-market roads. An 18,720-square-foot automotive shop at 721 FM 2933 was filed with the state in 2023, and True Street Motorsports moved into its new building in July 2025. A contractor's office and shop went up at 2104 FM 1827 in 2021. In October 2025 the town held a hearing on a permit for a pet crematory on New Hope Road West; the result was not found.
New Hope Road is FM 1827. The town council took up road safety and mailbox placement along it in July 2026.
Schools
McKinney ISD serves New Hope. Its fall enrollment slipped from 24,811 in 2014-15 to 23,306 in 2023-24, and state data show 23,823 in 2026.
McKinney ISD voters passed a $220 million bond in 2016 and $275 million in bond items in 2021. A $500 million bond in four propositions, including two new north-side elementary schools and a career and technical center with Collin College, is on the Nov. 3, 2026 ballot.

Census survey data show the median owner-estimated home value rising from $163,300 in 2011-2015 to $422,800 in 2020-2024.
