The Shops at Highland Village is the town center

Highland Village has no historic downtown. Its center of activity is The Shops at Highland Village, an outdoor shopping center at FM 2499 (Long Prairie Rd.) and Justin Road (FM 407), with a main address of 1701 Shoal Creek. Whole Foods Market (4041 Waller Creek) anchors it and is open daily 8 a.m. to 9 p.m. Shake Shack announced a location in a former bank building at 4000 Waller Creek. The Brass Tap (4151 Waller Creek, Ste. 130) runs weekly trivia.

More restaurants are on the way. Mio Nonno Trattoria, an Italian restaurant from Flower Mound, plans a second location at 4061 Barton Creek, Ste. 110. Hudson House is renovating a former Corner Bakery space and expects to open in late 2026. Lululemon closed its store at the center.

Two other centers sit along Justin Road. Highland Village Town Center (2230-2250 Justin Rd.) has Code 58, a Venezuelan restaurant at Ste. 112, plus Salerno's Italian Restaurant, Wingstop, Handel's ice cream and Planet Fitness. It took over the space Kroger left in 2016. The Marketplace at Highland Village (3090-3196 FM 407) sits beside the Walmart Supercenter.

Events: Celebrate Highland Village and a December run

The city's biggest event is Celebrate Highland Village. It now runs at Doubletree Ranch Park (310 Highland Village Rd.), after the city moved it away from a lakeside site that could flood. In 2026 it was on Saturday, June 13. The day had a 5K, the Lions Club fishing derby at Unity Park and a fire truck pull, then a concert, a kid zone and fireworks.

In May the city shows free Movies in the Park at Doubletree Ranch Park. The splash pad there runs from Memorial Day weekend to Labor Day. Holiday events come close together. Our Village Glows lights a 35-foot tree at The Shops on Saturday, Nov. 21, 2026. Christmas at the Ranch, with Santa, reindeer and snow hills, is Saturday, Dec. 12, 2026, 10 a.m. to 2 p.m.

Parks are built around Lewisville Lake

Much of the city's park land sits on the Lewisville Lake shoreline, on land leased from the U.S. Army Corps of Engineers. Pilot Knoll Park has 55 RV and tent sites, a boat ramp, pavilions, kayak rentals and equestrian trails. The city lists it at 65 to 85 acres, depending on the lake level. Copperas Branch Park (about 75 acres) has a boat ramp, a beach and a swim area. Day use at both costs $15 per vehicle, or $40 a year with a resident pass. Wichita Forest is a 24-acre nature preserve with natural-surface trails.

Unity Park (2200 Briarhill Blvd.) is the 38-acre community park. It has baseball and softball fields, batting cages, 12 lighted pickleball courts, soccer fields, ponds with a fishing pier, a playground and the K-9 Kastle dog park. Doubletree Ranch Park has a splash pad, soccer fields, a fishing pier, a barn meeting space and a 1.57-mile paved loop. Village Park has 1.92 miles of paved trail. Smaller neighborhood parks run 1 to 6.5 acres.

Texas Parks and Wildlife lists about 8 miles of paddling routes along the Highland Village shore. The city dropped planned rental cabins from its $4.58 million Pilot Knoll upgrade. Work continues on the gatehouse, RV restrooms and boat ramp.

Errands: two grocery stores in town

Highland Village has two full grocery options: Whole Foods at The Shops and the Walmart Supercenter at 3060 Justin Rd. More choice is a short drive west and south in Flower Mound, including Tom Thumb at 2301 Justin Rd. Walgreens is at 2360 FM 407.

ER of Texas runs a freestanding 24-hour ER at 3160 Justin Rd. The nearest hospitals are Texas Health Presbyterian Hospital Flower Mound (4400 Long Prairie Rd.) and Medical City Lewisville (500 W. Main St.), which has Level III maternal and neonatal care. Baylor Scott & White-Grapevine is also nearby.

City Hall and the police department share the municipal complex at 1000 Highland Village Rd. The parks office is at the Robert & Lee DuVall Center (948B Highland Village Rd.). We found no city-run public library. A relocation guide points residents to the Flower Mound and Lewisville libraries, and Lewisville gives a free card to any Texas resident who qualifies.

Schools: Lewisville ISD

Lewisville ISD serves Highland Village. In town are Heritage Elementary (100 Barnett Blvd.), McAuliffe Elementary (2300 Briarhill Blvd.) and Briarhill Middle School (2100 Briarhill Blvd.). Highland Village Elementary closed after 2024-25, and its students moved to McAuliffe and Heritage. High school students attend Marcus High School at 5707 Morriss Rd. in Flower Mound. All four campuses earned an A for 2024-25, while the district earned a B. We could not confirm 2026 ratings.

Getting around and public safety

Justin Road (FM 407) and Long Prairie Road (FM 2499) carry most traffic, and I-35E runs to the east. Off-peak, the drive to Denton takes about 19 minutes, Legacy West in Plano about 27, Las Colinas about 29 and DFW Airport about 30. Downtown Dallas takes about 40 minutes and downtown Fort Worth about 49. Rush hour adds time. The nearest commuter rail is DCTA's Highland Village/Lewisville Lake A-train station at 2998 N. Stemmons Fwy. in Lewisville.

Highland Village has its own career fire department at 1200 Highland Village Rd., and it runs the city's ambulance service. NERIS lists two stations. In 2023 it added a daytime second ambulance to rely less on neighboring cities. The FY 2025-26 proposed budget set $7.03 million for police and $4.41 million for fire.

Three taxing units, no MUDs

A Highland Village home pays three property taxes: Lewisville ISD at 1.1178, the city at 0.500984 and Denton County at 0.185938, all per $100 of value. The 2025 total is about 1.80% before exemptions. There is no college, hospital district or emergency services district on the bill.

No MUD or PID inside the city turned up in this research, so the base rate is what most owners pay. Still, check the Denton CAD record for any address before you buy.

The city raised its rate slightly for FY 2025-26, from 0.500273 to 0.500984. Community Impact reported that taxes on the city's average home, valued at $590,092, would rise by about $117 a year.

How exemptions work here

The city gives no general homestead exemption, so city tax applies to a home's full value. Owners 65 and older, and disabled owners, get $75,000 off the city portion.

Lewisville ISD applies the state's $140,000 homestead exemption, plus $60,000 more for owners 65 and older, along with a school tax ceiling. Denton County takes 1% off a homestead, with a $5,000 minimum, and gives $55,000 to owners 65 and older. Its senior tax ceiling dates to 2019.

On a $590,092 homestead the 2025 bill is about $9,074 a year, or $756 a month, an effective rate near 1.54%. For an owner 65 or older it drops to about $7,925 before any tax ceilings apply. As a rental with no exemptions, the same house would owe about $10,650.

City utilities: what the bill looks like

The city bills water, sewer, drainage and trash together. Water and sewer each have two parts: the city's own charge and a pass-through for wholesale service from Upper Trinity Regional Water District. In December 2025 the council raised the pass-through to cover higher district charges, which the Cross Timbers Gazette put at about $2.50 to $3.50 a month on an average bill.

At 8,000 gallons, the default sewer average for new residents, water comes to about $58 and sewer about $74. Sewer is billed on your winter average, so summer lawn watering doesn't raise it. Add about $7 for drainage and $22 for trash with tax, and the city bill is about $162 a month.

New accounts pay a $150 deposit. Customers 65 and older don't pay it.

Electric and gas depend on the address

ZIP 75077 is listed as TNMP territory, where you choose a retail electric plan. TNMP's delivery charges of 7.77¢ per kWh plus $7.56 a month are built into every plan. CoServ, a co-op that sets its own price, also serves Highland Village. In October 2026 its standard residential rate worked out to $15 a month plus about 11.5¢ per kWh, or about $130 at 1,000 kWh.

Natural gas comes from Atmos Energy or CoServ Gas. Ask the seller which utilities serve the house.

Internet, HOA and commute

FCC data shows Frontier fiber available across the city and Spectrum cable everywhere. AT&T, Spectrum and Hotwire fiber reach smaller parts of town. Frontier lists 1 Gig at $64.99 a month with autopay.

HOA dues vary. A recent Highland Shores listing shows $860 a year and a Castlewood listing shows $750 a year.

The average commute is about 26 minutes. The I-35E TEXpress Lanes charge tolls that change with traffic. Posted minimums from Swisher Road to I-635 add up to about $4 each way with a toll tag.

Renting

Most homes here are owner-occupied, at 92.5% per the ACS. Median gross rent was $2,434 in the 2019-2023 ACS. Renters pay the same utility deposit as owners.

A lake suburb that grew fast, then filled up

Highland Village incorporated in 1963 on the south shore of the western arm of Lewisville Lake. It had 516 residents in 1970. Growth came with DFW Airport: 3,246 people in 1980, 7,027 in 1990 and 12,173 in 2000.

In 2000 the city still permitted 163 new homes. By 2005 that was under 90, and by 2010 it was 22. The 2010 Census counted 15,056 people and the 2020 Census 15,899. The land had run out.

Population: flat near 16,000

The Census Bureau estimates 16,029 residents in July 2025. Its series rose to 16,199 in 2023 and has slipped a little since. NCTCOG puts January 2026 at 16,153, up 3 people from a year earlier.

No city or regional projection was found. A city official said in 2022 that Highland Village is 97% developed. Expect the population to stay near where it is unless older homes turn over to larger households or the remaining tracts are rezoned for more units.

Housing: infill, not subdivisions

The city permitted 943 homes from 2000 to 2006 and 134 from 2020 to 2025. The only recent bump came in 2021 and 2022 (57 and 34 homes), after the council approved a 72-home David Weekley subdivision on former Lewisville ISD land and the 11-lot Tequesta subdivision in 2019. Since 2023 the city has permitted one to three homes a year.

The next project is Magnolia Village: 25 patio homes on about 4.35 acres at 102 Barnett Blvd, approved in late 2025. A 39-townhome plan on the same site failed in 2023 after neighbors filed a protest petition. The 2023 comprehensive plan also dropped high-density housing from all six remaining opportunity areas, and an apartment rezoning at The Shops did not go forward. Apartments are rare: the permit record shows 171 units in 2015 and 39 in 2013, and owners hold about 92% of occupied homes.

For buyers this means resale. Most homes are in established subdivisions such as Highland Shores, Chapel Hill and Castlewood.

What shapes the city now

Highland Village sits between I-35E, rebuilt with toll express lanes from 2013 to 2018, and FM 2499, finished to Denton in 2018. The A-train's Highland Village/Lewisville Lake station opened in 2011. DFW Airport, Coppell and Las Colinas ZIP codes each have more than 61,000 private-sector jobs.

The Shops at Highland Village on FM 407 is the main local tax base. It brought in $928,000 in city sales tax in FY 2022-23, about 17% of the total. City capital work now leans toward replacing aging water and sewer lines rather than serving new land.

Schools: a shrinking district

Lewisville ISD serves the city. District enrollment fell from 52,189 in 2019-20 to 48,356 in 2023-24, and state data show 46,428 for 2026. The district's own forecast has it near 44,400 by 2033-34.

In December 2024 the board closed Highland Village Elementary and four other elementaries for 2025-26. Its students now attend McAuliffe or Heritage. Voters approved most of a $1.23 billion bond in 2023 and a $101.8 million athletics bond in 2024; no bond election has been found since.

Values and incomes

Census survey data show the median owner-estimated home value rising from $283,900 (2011-2015) to $550,000 (2020-2024). Median household income went from $135,404 to $159,828 over the same periods, and dipped slightly in the latest period.

Since almost no homes are being added, the value rise mostly reflects existing homes gaining value, not new construction.
