Old Town: a small core along FM 156
Justin's historic center, which the city calls Old Town, sits along FM 156 and the rail line, around City Hall at 415 N. College Ave. The town was named in 1887 for Justin Sherman, a Santa Fe Railroad chief engineer, not for the boot company.
Food and drink choices are few, but some have recent activity. The Mule Barn, at 218 S. FM 156, serves burgers and drinks and books live country acts into late 2026. Kahwa Coffee runs a drive-through shop at 1100 FM 156 S. and was taking delivery orders in October 2026. The local Justin Journal newsletter also lists Justin Coffee & Trading Co. and Higher Grounds, a coffee shop off FM 156.
New commercial growth is aimed at Justin Crossing, at FM 156 and John Wiley Road. In April 2026 the city announced that a 45,000 sq ft Walmart Neighborhood Market with a pharmacy will anchor it. No construction or opening date was released. McDonald's has filed plans for the same corner, with construction from January to July 2027.
Events run through City Hall and Old Town
Most city events happen at the City Hall complex or in Old Town. Justin Old Town Christmas, the biggest of them, is set for Saturday, Dec. 12, 2026, from noon to 6 p.m. It has an ice rink, live music, Santa photos, a 5:30 p.m. tree lighting and a Light Up Parade through Old Town at 6:30 p.m. Parking is at First Baptist Church, 402 W. 8th St., with a trolley shuttle.
Justin Fun Day is a spring festival in Old Town, with carnival rides, armadillo races, a petting zoo and a vendor market. The next one is set for April 24, 2027. In the fall, National Night Out was held Oct. 6, 2026, the Fall Cleanup Oct. 17, and the library's Haunted Library runs Oct. 29-30. A Veterans Day Walk from City Hall to Bishop Park is on Nov. 14, 2026.
Parks, trails and lakes
The city lists seven parks and park sites. Community Park, at 420 Ovaletta Dr., is the sports park, with baseball, softball and soccer fields, play structures and a concrete walking trail. City Hall Park has a tennis court, a sand volleyball court, play structures and a covered pavilion. Reatta Park has a basketball court, a walking trail, a pond with an observation deck and a pavilion. Bishop Park, at 580 S. FM 156, has the town's state historical marker, a creek observation deck and picnic tables with grills.
Two newer sites are in the Timberbrook subdivision. Peterson Park, 2.7 acres at Timberbrook Parkway and 7th Street, was under construction in 2026. Plans call for basketball and pickleball courts, a 200-seat open-air amphitheater, restrooms, trails and parking with food-truck hookups. A trail system starts north of Timberbrook Parkway along Oliver Creek.
Texas Motor Speedway is about 7 miles south. Lewisville Lake, Grapevine Lake and Eagle Mountain Lake are each 30 to 40 minutes away by car.

A higher city rate, no homestead break
Justin set its 2025 tax rate at $0.70 per $100, up from about $0.63 in 2023. The council first proposed $0.735 in August 2025 before settling on $0.70, a rate above the voter-approval rate but allowed under the de minimis rule for small cities.
Add Northwest ISD at 1.0841 and Denton County at 0.1859, and the base rate is about 1.97% before exemptions. The city gives no general homestead exemption. Owners 65 and older get $5,000 off and a frozen city tax. Northwest ISD exempts $140,000, and the county takes 1%.
On a $364,500 homestead, the ACS median value, the 2025 bill comes to about $5,660 a year, or $471 a month, an effective rate near 1.55%. The city line is the largest piece, because it applies to the full value. Northwest ISD lowered its rate to 1.0638 for 2026.
A rental or second home gets none of these exemptions. At the full 1.97% base rate, the same $364,500 house would owe about $7,180 a year before any PID, or about $598 a month, a cost that usually shows up in rent.
Timberbrook carries a PID; Treeline's rate runs higher
Timberbrook sits in two public improvement districts that repay roads, water and sewer lines. The council updated the PID No. 1 assessment plan and sold new PID bonds for Improvement Area 3 in August 2025. A 2026 listing puts the assessment at about $1,500 a year over 30 years, which would raise the example bill to about $7,160.
Treeline, Hillwood's 800-acre community on FM 407, lists a total tax rate of 2.477385% on David Weekley's page, about half a point above the base rate. The source of the difference was not confirmed. Grand Homes markets Justin Crossing as having no MUD or PID.
Electric, gas, water and internet
The electric provider depends on the subdivision. Much of Justin is on Oncor lines, where residents pick a retail plan; the median 12-month plan was 15.4¢ per kWh in October 2026, about $154 at 1,000 kWh. Treeline is on CoServ, a co-op with no retail choice: $15 a month plus about 11.5¢ per kWh, or about $130 at 1,000 kWh.
Atmos Energy serves Timberbrook with gas, and Centric serves Treeline with gas and internet. The city supplies water and sewer, but its rate schedule could not be retrieved. Frontier and AT&T fiber reach most of the city, per BroadbandNow.
Builders in Justin list different providers by subdivision, so a buyer comparing Timberbrook and Treeline may face different electric and gas bills for the same size house. Ask the seller for a recent city utility bill to see water, sewer and any trash charge, since those rates were not published in a form this research could read.
HOA dues, rent and commute
Treeline dues total $1,975 a year, including $720 for front-yard maintenance. Timberbrook runs lower: Bloomfield lists $800 a year, and 2026 listings show $67 a month or $400 twice a year.
Median gross rent was $1,475 in the 2023 ACS, and about 82% of homes are owner-occupied. The median commute is 37.5 minutes. Free-flow drive times are about 24 minutes to Alliance Airport or Denton, 32 to downtown Fort Worth, 39 to DFW Airport and 53 to downtown Dallas.
What to check before you buy
Look up the address on the Denton County tax office site to see every unit on the bill, including any Timberbrook PID installment. Ask for the PID payoff amount, since some sellers prepay it.
Confirm the electric provider, because CoServ addresses cannot shop for a retail plan. Check HOA dues by phase; Timberbrook listings in 2026 show more than one figure. Northwest ISD's 2026 rate drop to 1.0638 will lower the school line on 2026 bills.

A railroad town that grew slowly for a century
Justin dates to 1883, when town lots went on sale in southwest Denton County. The Santa Fe line from Fort Worth came through in 1887, and the post office took the name of Justin Sherman, the railroad's chief engineer. The town incorporated in 1947.
Growth was gradual. Justin had 920 residents in 1980, 1,891 in 2000 and 3,246 in 2010.
Population: up two-thirds since 2020
The 2020 Census counted 4,409 people. Census Bureau estimates show 5,010 in 2021, 5,630 in 2022, 5,926 in 2023, 6,203 in 2024 and 7,285 in July 2025. The last year alone added 1,082 people.
NCTCOG, the regional planning council, runs higher: 7,537 on Jan. 1, 2025 and 8,753 on Jan. 1, 2026.
City officials projected 15,433 residents by 2032 in a 2022 interview and have put build-out at 20,000 to 24,000. Those are city figures, not Census or NCTCOG forecasts. Reaching 15,433 by 2032 would take about twice the Census Bureau's 2020-2025 pace, though close to NCTCOG's most recent one-year gain.
Housing: two big communities, a third proposed
The city permitted fewer than 70 homes a year through 2017. Permits reached 206 in 2020 and 233 in 2021, eased to 115 in 2023, then jumped to 435 in 2024 and 363 in 2025. Through September 2026 the city had permitted 178. Nearly all are single-family homes.
Two master-planned communities drive most of it. Bloomfield Homes' Timberbrook, along FM 156 north of downtown, opened models in 2019 and is planned for about 2,200 homes. Hillwood's Treeline, south of FM 407 on the west side, covers more than 800 acres and plans 2,700 homes; its first homes went on sale in 2025. Smaller sections include Reatta Ridge, The Preserve, Magnolia Ridge and Paloma Ranches, and the 300-unit Village at Reatta Ridge apartments opened in 2019.
In March 2026 Bloomfield filed for Crestview, 1,244 acres northwest of Treeline with up to 4,905 homes, up to 100 acres of commercial land and 137 acres of parks. Approval was not confirmed as of this writing.
A Justin mailing address does not mean a home is inside city limits. Parts of the 76247 ZIP are in Fort Worth, and Wildflower Ranch is listed by several builders as Fort Worth. Check city limits, school zoning and any special district by address.
What is driving it
Justin sits at FM 407 and FM 156, where suburban growth is moving west past I-35W. In 2022 the city annexed 850 acres that had been under Fort Worth's jurisdiction, doubling its footprint in two years.
Shopping has lagged homes. Justin Town Square, which broke ground in 2022, is planned for nearly 250,000 square feet, including a new City Hall. In April 2026 the city announced its first major grocer, a 45,000-square-foot Walmart Neighborhood Market at FM 156 and John Wiley Road, with no opening date yet.
FM 407 is the main pinch point. TxDOT plans to widen 11.5 miles, from Bill Cook Road west of Justin to FM 1830 in Argyle, from two lanes to six, with an overpass at FM 156. It was unfunded in 2023 at about $235 million, with bidding targeted for fall 2028. A public hearing was held in Justin in April 2026.
Schools
Justin is in Northwest ISD, which grew from 19,831 students in 2014-15 to 32,098 in 2024-25 and reported 32,839 in 2025-26. Voters passed a $1.995 billion bond in May 2023 after rejecting one in 2020 and passing most of another in 2021. The district has not held a bond election since.
The 2023 bond paid for a new Justin Elementary in Timberbrook, built for 850 students, which the district said would open for 2025-26. Treeline's plan reserves land for another elementary school.
Values and incomes
Census survey data put Justin's median owner-estimated home value at $154,400 for 2011-2015, $208,800 for 2015-2019 and $406,800 for 2020-2024. Median household income rose from $75,898 to $114,157 over the same periods.
These are five-year averages with wide margins of error. About 84% of occupied homes were owner-occupied in 2020-2024.
